“How should enterprises legally defend themselves in the face of overseas anti-dumping investigations?” “How can cross-border data transmission comply with the regulatory requirements of different countries?” On the afternoon of March 6th, at a special training session focusing on the compliance of enterprises “going global” in Nanjing, the atmosphere was lively. More than 120 representatives from the industrial and information departments of various districts (development zones) in Nanjing, enterprises in the Nanjing metropolitan area planning to “go global”, and legal service institutions gathered around the lecturers, asking questions enthusiastically and engaging in in-depth exchanges. A “compliance recharge” event with both professionalism and practicality is currently being held here in full swing.

This “Ning Industrial Products Promotion” enterprise “going global” compliance training is jointly organized by the Nanjing Municipal Department of Industry and Information Technology and the Nanjing Municipal Justice Bureau, and is hosted by Jiangsu (Nanjing) International Law Service Center. This event is not only a concrete action for Nanjing to deepen the “Ning Industrial Products Promotion” brand construction and expand service boundaries, but also a practical measure to precisely meet the needs of enterprises for “going global” and safeguard their overseas expansion with practical support.
As the organizer of this training, Jiangsu (Nanjing) International Law Service Center is an important hub for international legal services in Nanjing. This center is jointly established by the provincial, municipal, and district levels, adhering to the principles of “government guidance, participation from all parties, resource aggregation, and supply-demand matching”, focusing on the legal service demands of enterprises for “bringing in” and “going out”, facilitating the connection between enterprises and international legal service institutions, aggregating diverse dispute resolution resources such as mediation, arbitration, and litigation, creating a high-quality legal service ecosystem for various market entities, helping Nanjing enterprises “go global with stability”, and providing solid legal guarantees for the high-level opening up of the province.

At the training site, experts in foreign-related legal services used common language and vivid examples to explain the frequent pitfalls faced by overseas enterprises. They focused on the key compliance points throughout the “going global” process of enterprises, covering aspects such as market entry compliance, contract negotiation and performance, risk prevention and dispute resolution, and cross-border investment structure design. They provided in-depth explanations and offered practical and actionable compliance guidelines for the enterprises. In the interactive exchange session, representatives from the enterprises shared their actual business experiences and discussed the challenges they encountered during the “going global” journey. The experts patiently answered their questions and provided precise solutions.
“When our steel enterprises conduct overseas sales, they often encounter trade protection measures such as anti-dumping and anti-subsidy. How to safeguard our legitimate rights and interests has always been a major concern for us.” Shen Shuhang, the deputy manager of the Operation Improvement Department of Meishan Iron and Steel Co., Ltd., said in an interview. This training not only broadened the enterprises’ thinking on expanding their overseas markets, but also significantly enhanced the team’s awareness of foreign-related laws. “We are very grateful to ‘Ning Industrial Product Promotion’ for establishing such a learning and exchange platform. It has strong guiding significance for the actual operation of the enterprises.”
Liu Chunqin, the marketing director of Ma’anshan Xinkangda Magnetic Industry Co., Ltd., was highly complimentary of the training’s targeted nature. She admitted that the company had a strong desire to “go global”, but faced numerous difficulties in both the macro strategic planning and the implementation of micro operations. “This training has been extremely beneficial for us. Not only did we thoroughly understand the regulations governing the overseas market, learned how to avoid anti-dumping risks and maintain the profit bottom line, but we also clarified our strategies for dealing with trade barriers and felt the warm support of ‘Ning Gongpin Push’ for our company.”

During the break of the training session, the participants also visited the exhibition hall of Jiangsu (Nanjing) Foreign-related Legal Service Center. Under the introduction of the relevant person in charge, they gained a comprehensive understanding of the center’s responsibilities, services, and high-quality legal resources. This further bridged the “last mile” for the connection of compliance services, laying a solid foundation for subsequent cooperation.
It is reported that “Ning Industrial Product Promotion” is the core brand of Nanjing’s efforts to assist industrial enterprises in expanding their markets and finding orders. By 2025, it has held 150 various supply-demand matching activities and served over 4,000 enterprises. In the future, the Nanjing Municipal Bureau of Industry and Information Technology will take this compliance-themed training as an opportunity to continuously deepen the brand construction of “Ning Industrial Product Promotion”, focus on the subsequent compliance needs of enterprises going global, jointly launch a series of customized and personalized guidance services with professional service institutions, organize overseas site visits, and accelerate the “Ning Industrial Product Promotion” overseas campaign. It will create an overseas version of supply-demand matching, so that Nanjing and the Nanjing Metropolitan Area enterprises have guidance, support and guarantee when going global, and help more industrial enterprises thrive and shine in the global market.
