How to speed up the development of new quality productive forces according to local conditions, CCTV reporters conducted research in Jiangsu, Shanghai, Liaoning, and Guangdong.
Strategic emerging industries are the main front for the formation of new quality productive forces. In the first quarter of this year, Jiangsu’s GDP exceeded 3.1 trillion yuan, a year-on-year increase of 6.2%, and the added value of industrial enterprises above designated size increased by 9.5% year-on-year. Among them, the output value of high-tech industries accounted for more than 50% of the industrial output value above designated size for the first time, and strategic emerging industries are becoming the key “increment” of Jiangsu’s economic growth.

To develop new productive forces in accordance with local conditions, how does Jiangsu grasp the key “increment” of strategic emerging industries?
Commercial aerospace technology is advanced and the industry is strong, and it is one of the strategic emerging industries that Jiangsu has recently focused on building. Located in Zhangjiagang, Suzhou, Tianbing Technology Liquid Launch Vehicle Intelligent Manufacturing Base is the first large-scale liquid rocket intelligent manufacturing base in Jiangsu. Here, a large liquid rocket with more than 40,000 parts and components was assembled in about 40 days.
A person in charge said that the company’s headquarters in Beijing, the reason why it spans thousands of miles, builds a manufacturing base in Zhangjiagang, and does final assembly, is mainly based on the local industrial chain.
With the support of the industrial chain and the clustering of chains, Jiangsu is building a number of strategic emerging industrial clusters of aviation and aerospace such as Suzhou, Wuxi and Zhenjiang.
Cluster development brings about industrial fission effect. Now, in Jiangsu, a relatively complete aerospace industry support system has been initially formed from new materials, key components to engines, avionics systems, electromechanical systems, and then to supporting precision manufacturing, operation and service equipment.

Among them, intelligent manufacturing equipment and biomedicine have been selected as national strategic emerging industrial clusters.
The future industry represents the direction of a new round of scientific and technological revolution and industrial transformation, and is also the main means to build new advantages in future international competition. As one of the world’s leading science and technology innovation centers, Shanghai is making efforts to cultivate future industries.
Gong Zheng, Deputy Secretary of the Shanghai Municipal Party Committee and Mayor: We must adhere to the guidance of scientific and technological innovation, actively seize the opportunity for future industrial development, deepen the reform of the property rights system for scientific and technological achievements, promote the construction of Zhangjiang High-tech Zone and the “Da Zero Bay” scientific and technological innovation source functional zone, accelerate the creation of a number of high-quality incubators, implement special actions for patent transformation and application, and build a full-chain scientific research service system such as scientific and technological consultation, R&D and testing.
In 2022, Shanghai released an action plan for future industries, and in 2023, the first three future industry pilot zones of Zhangjiang, Lingang and “Da Zero Bay” will be established. Among them, the “Da Zero Bay” functional area is positioned to focus on the source of scientific and technological innovation, bringing together two “double first-class” universities of Shanghai Jiaotong University and East China Normal University, more than 10 scientific research institutes, and nearly 200 national and municipal R&D institutions.
