Nanjing has enacted legislation to promote the development of artificial intelligence industry.

The draft regulation intends to encourage government departments and institutions to order, purchase and purchase artificial intelligence innovative products from a single source according to law through cooperative innovative procurement methods. It stipulates that relevant departments should explore the establishment of a mechanism for the application of artificial intelligence innovative products in government investment projects, and gradually improve the role of artificial intelligence innovative products in the management and operation of government investment projects. In terms of usage scenarios, it is planned to explicitly build a “vehicle-road-cloud integration” collaborative scenario, regulate the operation and supervision of intelligent connected vehicles in the transportation industry, and support the pilot of commercial operation of autonomous driving.

The legislation has carried out institutional exploration in many aspects such as the data value accounting mechanism of word unit accounting and the improvement of the assistance mechanism for entrepreneurial failure. Among them, the institutional innovation around promoting the development of “one-man company” OPC is attracting attention. The draft plans to encourage all districts to build OPC communities according to regional resource endowments and industrial development needs, and provide one-stop integrated services such as finance, law, intellectual property, technology transfer and transformation, operation and promotion for OPC. At the same time, relevant departments should optimize the process of OPC registration, cancellation, social security and tax payment, and support the development of new entrepreneurial models such as “one-man army”.
