If you have any requirements, let’s sit down and discuss them.
Last week, the meeting room of Xinkeshang Cross-border E-commerce Industrial Park was filled with people. More than 60 entrepreneurs and representatives of professional service institutions from various fields were invited by the Nanjing Pilot Free Trade Zone (hereinafter referred to as “Nanjing Zone”) to gather here to participate in the “Ning’s North Shore · Future Innovation of Science” enterprise overseas expansion event.

In the tide of globalization, for enterprises, “going global” has become a crucial step to expand the market and enhance competitiveness. However, the journey of going global is not always smooth. Issues such as information asymmetry, unfamiliarity with policies, and difficulties in resource integration often leave enterprises feeling frustrated. In the Nanjing area, a series of precise and professional service measures are becoming the “guides” for enterprises on their journey to go global.
Focus on individual needs and solve the pain points of enterprises when “going global”
Supporting enterprises in going global, Jiangbei New District has already taken action. Since the launch of the Comprehensive Service Center for Overseas Development of Enterprises in the Yangtze River Delta last March, a platform integrating government services and professional market-oriented services has begun to provide support for enterprises on their global expansion journey.
This center focuses on five major scenarios including cross-border trade, investment, mergers and acquisitions, financing, and overseas engineering contracting. By integrating government services with professional resources such as finance, law, taxation, and human resources, it has established a “hybrid online and offline” comprehensive service platform for “going global”, providing enterprises with personalized and refined solutions.

Nanjing Nengkairui Technology Co., Ltd. is an enterprise specializing in the research and development of new energy technologies. When planning to build a factory in Thailand, they encountered difficulties. “We knew nothing about local factory leasing, personnel recruitment, and compliance procedures. The information in the market was chaotic and we couldn’t easily trust it,” said the company’s foreign investment director.
After understanding the needs of the enterprise, Jiangbei New District responded promptly. Through the center, it precisely matched local experienced professional service institutions for the enterprise, providing a full-chain guidance ranging from policy consultation to local resource connection.

“The resources provided by the new zone are very professional, which gives us a sense of security,” the person in charge said. This service has also accumulated valuable experience for the future establishment of an affiliate company by Caner Technology in Singapore and for the subsequent expansion of business to Southeast Asia and Europe.
Also receiving targeted support were the biopharmaceutical enterprises – Bio-Ocean Biotechnology Co., Ltd. As the company expanded its overseas business, fluctuations in exchange rates had a certain impact on the value of its foreign currency assets, posing considerable challenges to cross-border fund management.
After learning about this situation, the center proactively provided the enterprise with professional exchange rate risk management advice and a corresponding service plan, helping the enterprise enhance its financial resilience and risk resistance capabilities. “The center’s suggestions were very timely and provided us with important references for our subsequent international fund planning,” said the relevant person in charge of the enterprise.
From “multiple runs” to “one-click access”, reengineering the cross-border process
If addressing the problems of individual enterprises reflects the depth of service, then enhancing the convenience of cross-border trade through process reengineering demonstrates the breadth and systematic innovation of service.
In response to the long-standing complaints from cross-border e-commerce enterprises regarding the cumbersome registration process and the need to go through multiple departments, Jiangbei New District, in collaboration with Jinling Customs and the Electronic Port, has pioneered a “one-click completion” service for cross-border e-commerce registration in the province, completely transforming the traditional model.

Nanjing Zhuncheng Electrical Co., Ltd. has a deep understanding of this. Previously, when an enterprise applied for customs registration for cross-border e-commerce, it needed to prepare paper materials and send them to the city’s electronic port and Jinling Customs for review, and then mail them to the data center of Nanjing Customs. The entire process took an average of 10 working days.
Nowadays, through the online system, enterprises only need to submit electronic materials once, and various departments will conduct online collaboration for review and processing.
“After uploading the materials, the review process for each step will be completed in approximately 30 minutes,” the company’s director explained. “The data center will handle the subsequent steps online and send us the account keys via the internet. There’s no need to go anywhere throughout the process.”
This reform has shortened the filing time to 1-2 working days. Through data sharing and process optimization, it has significantly reduced the institutional transaction costs for enterprises, truly enabling “data to move” to replace “enterprises to run errands”.
From “offline running” to “cloud companionship”, one-stop service

By further integrating resources and enhancing service levels, Jiangbei New District is committed to creating a three-dimensional service platform that integrates online and offline elements. The officially launched “E Road Companion Ning Chu Hai” online platform at the event is a crucial step in the improvement of service levels.
This platform is not merely an information window; rather, it is a digitally integrated “service hub” with a range of functions. It enables intelligent handling of cross-border filings, precise policy delivery, and real-time risk alerts. It also connects with platforms such as Jiangsu Province’s “Throughout the Process” platform and Jinling Digital Trade Connect, providing enterprises with a convenient and seamless “one-stop online processing” experience.
The platform has also brought together nearly 30 professional service institutions, forming a service ecosystem covering eight major fields including finance, law, taxation, and intellectual property.
Offline, Jiangbei New District has established a physical service center to provide “one-stop consultation” for ODI (Outward Direct Investment) registration and face-to-face professional support. Through monthly training sessions, quarterly salons, and annual compliance “check-ups” and other activities, the district has formed a combined model of “quick online processing and in-depth offline services”, providing comprehensive support for enterprises’ cross-border operations.
From responding to individual needs to optimizing general processes, from solving specific problems to building a comprehensive platform, Jiangbei New District is leveraging systematic service innovations to construct a full-spectrum support system that helps enterprises go global.
In the future, with the continuous deepening of the “online + offline” service model and the iterative upgrade of the “E Journey of Guidance to the Sea” platform, Jiangbei New District will help more enterprises not only boldly “go out”, but also steadily “enter in” and achieve high-quality “advance up”, sailing bravely in the vast ocean of the global market.
