This year, Lishui District has fully implemented the “five certificates” work model, so that more projects can “start construction as soon as they get land”.

This high-tech enterprise invested 1.2 billion yuan to build an intelligent high-end complete extruder equipment R&D and production project, which will form an annual production capacity of 800 sets (sets) of intelligent equipment after completion, with an estimated annual output value of 450 million yuan.

Approval: departmental linkage paves the way for project clearance The “five certificates” refer to the construction land planning permit, real estate property certificate, construction project planning permit, construction drawing review certificate and construction permit, which is an indispensable “pass” for project start-up, involving multiple approval departments, many materials to submit, and cumbersome procedures.
The key to achieving the “five certificates at the same time” lies in optimizing the approval process. Lishui District Innovation has transformed the tandem approval that originally required “relay running” into a parallel examination and approval of “running side by side”, making full use of the 40-day golden period from land listing to publicity, starting from schematic design, construction drawing design, project bidding and other matters, and efficiently cooperating with departments such as capital planning and urban construction to complete the pre-examination in advance, greatly shortening the approval time.
“Establish a two-level agency service network in districts and towns, and track and coordinate all aspects of the examination and approval process by the agents at the district and town (street) levels to ensure that each link is seamlessly connected, and the approval of related matters is ‘one-time’.” Huang Julei, director of the agency center of the Lishui District Data Bureau, said that after Lishui implemented the “five certificates” initiative, the project approval time was reduced by nearly 50%. In 2024, 23 projects in Lishui District will achieve “five certificates at the same time”, 31 projects will achieve “land acquisition and start construction”, and the construction of major projects will press the “acceleration button”.
Service: Let the “five certificates” become the norm in the whole region This year, the Lishui District Data Bureau, together with the departments of planning and capital, urban construction and other departments, further deepened the “five certificates issued at the same time” mechanism, and launched the “whole process” agency service model, built a global coverage of the agency service network, with the help of data sharing, cross-departmental collaboration, resource integration and other means, to promote the “five certificates at the same time” from “case breakthrough” to “normal coverage” comprehensive upgrade. Where there is a demand, the approval agency service will follow up. At the beginning of the year, the agency center of the Lishui District Data Bureau carried out a detailed survey of the bidding, auction and listing projects in the district, and arranged that 11 new projects in the near future will be implemented in the “five certificates at the same time” model, and the district-level agent will provide one-on-one accurate reporting guidance. So far in the second quarter, 7 projects are in full swing.
The “Five Certificates Together” initiative is a vivid practice of optimizing the business environment and promoting high-quality economic development in Lishui District, and it is also a key measure to build a new pattern of approval services of “up and down, left and right, and integrated operation”, so that enterprises can realize the leap from “breaking through the barriers at all levels” to “one-stop access”. Dong Qun, deputy director of the Lishui District Data Bureau, said that in addition to the full-process agency service, Lishui District has also continuously improved the promotion mechanism of district leaders’ hanging bags and special classes, implemented the entrepreneur service day system, strengthened the substantive operation of the business environment complaint supervision center, and accelerated the realization of an efficient work chain of “starting construction when land is acquired, putting into operation after completion, and commissioning after pre-inspection”.
