On September 24th, the 4th International Summit on Large-scale Application of Beidou was held in Zhuzhou, Hunan Province, co-hosted by the National Development and Reform Commission, the Cyberspace Administration of China, the Ministry of Industry and Information Technology, the Ministry of Transport and the Hunan Provincial Government. At the meeting, the “Collection of Typical Scenarios and Cases in Ten Fields of Beidou Application (2025)” was released. Three cases recommended by our city, namely “Beidou Empowering Agricultural Machinery Operations”, “Beidou Positioning Assisting Forest Farm Disaster Relief”, and “Beidou + Precise Supervision Application of Existing Drones”, were selected and released on the spot.
In the agricultural field – “Beidou Empowering Agricultural Machinery Operations

The “Liuhe District Agricultural Production Socialized Service Platform”, designed and constructed by Jiangsu Beidou Agricultural Machinery Technology Co., LTD., takes “integrated management and service” as its core. At the management end, it relies on the real-time agricultural machinery location and operation trajectory data provided by Beidou. Through functional modules such as agricultural machinery distribution monitoring, operation monitoring maps, and operation statistical reports, it has achieved a reduction of approximately 100 yuan per mu in planting costs. The idle rate of agricultural machinery has dropped by 40%. On the server side, for social service participants such as service organizations, production entities, and agricultural supplies supply and marketing units, by leveraging the precise operation information recording and spatio-temporal data supported by the Beidou system, it provides online operation scheduling, supply and demand information release and matching services. A total of over 1,000 sets of terminals have been promoted, serving more than 2.6 million mu of land. Through the digital platform, over 900 transactions were facilitated, driving a 30% increase in the service area of the cooperative (reaching 80,000 mu), and increasing the annual income of community services by more than 200,000 yuan, verifying the virtuous cycle of “cost reduction – coverage expansion – income increase”.
Forestry and Grassland Sector – “Beidou Positioning Facilitates Disaster Relief in Forest Farms”

Jiangsu Xingyu Xinlian Electronic Technology Co., Ltd. independently developed a helmet-type Beidou communication and positioning system for the forestry and grassland industry. It adopts high-precision navigation and positioning chips, integrated short message modules and antennas, comprehensively enhancing anti-interference capabilities and positioning accuracy. The horizontal positioning accuracy is ≤5 meters, and the success rate of short message communication is over 95%. Equipped with the “Tianying Beidou” APP and the “Xingdi Internet of Things” mini-program, it provides users with location services, navigation services, and trajectory tracking services based on Beidou navigation. It supports one-click SOS alarm, one-click safety report, and fall detection, increasing rescue efficiency by 30% and effectively ensuring the safety of workers. By the end of July 2025, this case has been applied on a large scale in some forest farms in China, with a total of 1,028 sets of “Beidou + Forest Farm Disaster Relief” helmet-mounted Beidou communication and positioning systems promoted, achieving sales revenue of 1.746 million yuan.
Low-altitude Domain – “Beidou + Precise Supervision of Existing Unmanned Aerial Vehicles”

Nanjing Kekong Digital Intelligence Industry Development Co., Ltd. has joined hands with Jiangsu Junli Huayu Information Security Technology Co., Ltd. to carry out the construction of the “Integrated Comprehensive Supervision Project for Unmanned Aerial Vehicles”, effectively addressing the pain points in the identification information reporting and supervision of existing unmanned aerial vehicles, and achieving the application scenarios of second-level identification and visible flight paths for unmanned aerial vehicles. Precisely match the low-cost and zero-downtime upgrade demands of the existing compliant aircraft fleet. The lightweight external terminal is compatible with over 95% of the models on the market. There is no need to modify the aircraft body, and the compliance cost per aircraft is reduced by over 90%. Real-time supervision of “one machine, one code” can be achieved without any modification. The function of identity locking within 3 seconds for a single drone, positioning error ≤3 meters, etc. The 4G of the Beidou terminal ensures a 99% online rate, the efficiency of flight plan review is increased by more than 90%, and the average daily takeoff and landing volume is increased by three times. The cloud platform supports millions of concurrent users and can be directly replicated to all scenarios such as logistics, inspection, and security, providing a replicable template for the large-scale and compliant development of the low-altitude economy. By July 2025, among the over 3,000 sets of existing unmanned aerial vehicles that have been registered and filed, a total of 200 sets have been promoted.
In October 2024, Nanjing City was successfully selected as a pilot city for the large-scale application of the Beidou system in the national industrial and information technology sectors. Since the pilot program was launched, we have seized the rare opportunity of the large-scale application of Beidou and the construction of pilot cities. Focusing on the three major fields of mass consumption, industrial manufacturing and integrated innovation, we have concentrated on the sub-sectors such as low-altitude economy, shared mobility, intelligent connected vehicles, smart grid, industrial Internet and advanced communication. We have continuously consolidated the more resilient industrial foundation of Beidou and accelerated the construction of a more extensive Beidou infrastructure. Enhance the penetration of Beidou applications in the mass consumption sector, accelerate the industry empowerment of Beidou in the industrial manufacturing field, tap the potential of Beidou’s integrated and innovative applications, and significantly improve the scale application level of Beidou in the city.
