On June 18, the Nanjing Municipal Government signed a strategic cooperation agreement with the Yangtze River Navigation Administration of the Ministry of Transport. Mayor Chen Zhichang and Director of the Changhang Bureau Liu Liang attended and delivered speeches. At the same time, the Municipal Transportation Bureau, the Yangtze River Pilotage Center, the Gulou District Government, and the Nanjing Port Group signed an implementation agreement for the Yangtze River Pilotage Center to settle in Nanjing. According to the agreement, the Yangtze River Pilot Center will be located in the Xiaguan shipping and logistics service cluster.
Nanjing is the only megacity in the lower reaches of the Yangtze River that has crossed the Yangtze River, and is also an international comprehensive transportation hub city and a regional shipping and logistics center with clear national planning.
In recent years, Nanjing has thoroughly implemented General Secretary Xi Jinping’s important exposition on promoting the development of the Yangtze River Economic Belt, fully implemented the requirements of the Provincial Party Committee and the Provincial Government for the construction of “Water Transport Jiangsu”, continuously improved the function of the shipping and logistics center, and continued to promote the integration of port, industry and city.
Chen Zhichang welcomed the arrival of all guests.
He said that Nanjing will take this signing as an opportunity to seize the opportunity and take the initiative to further enhance the hub function, improve the service system, optimize the development environment, and make every effort to build a shipping and logistics center with international resource allocation capabilities and regional influence.
It is hoped that the Changhang Bureau will give full play to its advantages in resources, technology, management, pilotage, etc., pay more attention to and support the construction of Nanjing’s regional shipping and logistics center and the development of Nanjing Port, and achieve new breakthroughs in the upgrading of deep-water waterways, the construction of road-rail-water intermodal transport hubs, the opening of ocean routes, and the construction of shipping and logistics service centers, so as to jointly write a new chapter in the high-quality development of “water transport Jiangsu” Nanjing.
Nanjing will continue to increase service guarantee and support the institutions of the Changhang Bureau system in Nanjing to achieve better and long-term development.
Liu Liang said that the Yangtze River shipping is the main channel of the domestic circulation and the strategic artery of the domestic and international dual circulation, and is an important engine for the rapid economic and social development of the Yangtze River region and the gathering of industrial belts along the Yangtze River.
At present, the Changhang Bureau is strengthening consultation and joint construction with provinces and cities along the Yangtze River, accelerating the construction of a smart Yangtze River, promoting the realization of the goal of “basin-wide control”, and jointly painting a new picture of modern, intelligent and green shipping.
Nanjing is the strategic fulcrum of the integrated development of the Yangtze River Economic Belt and the Yangtze River Delta, and an important part of the construction of “Water Transport Jiangsu”.
The Yangtze River Pilotage Center is the only pilotage agency set up by the Ministry of Transport on the Yangtze River trunk line, which manages 11 pilotage stations and 4 pilotage handover bases along the Yangtze River in a unified manner, undertakes the responsibility of unified deployment of pilotage forces and dynamic monitoring of pilotage safety along the Yangtze River, pilots foreign ships entering and leaving the waters of the Yangtze River trunk line in accordance with laws and regulations, and provides pilotage services for Chinese ships that should apply for pilotage.
After the Yangtze River Pilot Center is settled, it will effectively guarantee the normalization of 100,000-ton bulk carriers entering and leaving Nanjing Port, which is of great significance for improving the comprehensive service function of Nanjing’s regional shipping and logistics center, enhancing the status of Nanjing’s main hub port for transshipment of rivers and seas, driving high-end shipping elements to further gather in the Xiaguan shipping service cluster, and promoting export-oriented economic development and the high-quality development of Yangtze River shipping.
