Since 2023, Pukou has used drones to carry out regular patrols on 98 kilometers of the Yangtze River, flying autonomously throughout the whole process, through AI target recognition, personnel identification, automatic target tracking, real-time viewing of vessel details, and shouting reminders through airborne horns for ships that sail illegally. In the process of long-term governance, the UAV quickly turned into the “third eye” of inspection and law enforcement with the characteristics of convenience and flexibility, efficiently carried out waterway inspections and dock inspections, and reduced annual fuel consumption by 15 million yuan.
In the Yangtze River Huixing Longzhou Water Green Comprehensive Service Area, a drone with packed goods slowly took off from the flight deck of the service area and ran to the anchorage 10 kilometers away at a speed of 20 meters per second.With the support of Pukou High-tech Zone and China Unicom, Changjianghui has teamed up with DJI’s delivery platform to explore the first “drone delivery to ship” project on the Yangtze River. Through drones, it provides normalized application services for the livelihood of seafarers and the reception of pollutants from ships, and has flown more than 2,000 flights in the past six months, providing distribution services for nearly 1,000 ships.
The drone can quickly and flexibly avoid the restrictions of ground transportation, and the first flight from the Municipal Blood Center to Pukou People’s Hospital has been completed, saving 25 minutes, greatly improving the efficiency of blood transportation, while ensuring its timeliness and reliability.

On September 25, 2023, the first UAV industry development plan in Jiangsu Province – “Implementation Plan for the High-quality Development of UAV Industry in the Core Area of Nanjing Civil Unmanned Aviation Pilot Zone (2023-2025)” was officially released in Pukou High-tech Zone, and 7 UAV industry projects and 3 application scenarios were signed on the spot, with a total investment of more than 2 billion yuan.
On January 23 this year, Nanjing established the Low-altitude Economic Innovation and Development Alliance to establish a cross-industry, cross-field and cross-regional low-altitude economic industry chain upstream and downstream cooperation ecology. The alliance will promote the unmanned system industry cluster and ecological chain through multi-level and multi-channel communication and cooperation such as policy consultation, resource sharing, information sharing, and talent sharing, and comprehensively promote the application of unmanned helicopter system industry to develop in depth.
At present, in addition to the construction of the UAV base and flight service center in Pukou High-tech Zone, focusing on the development of the UAV industry, regional sectors such as Baixia High-tech Zone and Kirin Science and Technology Innovation Park have also laid out the UAV industry.
In the Jiulong Lake International Enterprise Headquarters Park, products and solutions such as fire-fighting drones and high-rise drone demolition devices developed by Nanjing Relanshi Optoelectronic Sensing Technology Research Institute Co., Ltd. have become “rescue soldiers” when crises come.
