On the afternoon of September 28th, the Municipal Office for Strengthening the City through Industry organized and held an exchange and discussion meeting on industrial breakthroughs in key industrial parks across the city. The meeting conveyed the instructions and requirements of the main leaders of the municipal committee during the bi-monthly dispatch meeting on industrial breakthroughs in key industrial parks and the research visit to the Office for Strengthening the City through Industry. It mobilized key industrial parks to promote the upgrading of industrial levels with an attitude of breakthroughs and practical measures, and to fully promote the continuous achievement of new results in the construction of a strong industrial city.
At the meeting, Zhang Zhen, deputy director of the Jiangning Development Zone Management Committee, shared experiences and practices in attracting key projects and cultivating the thinking ability of investment promotion personnel under the background of the New era, focusing on “How to break through in investment Promotion in the New Era”. Yang Tao, deputy director of the Life and Health Office of Jiangbei New Area, exchanged typical cases in fund investment promotion and industrial ecosystem investment promotion in the field of biomedicine industry. It provides an important reference for the park’s investment promotion personnel to solve investment promotion problems and enhance the effectiveness of investment promotion.
The four industrial breakthrough offices of artificial intelligence (software), robotics, biomedicine, and new-generation information and communication respectively introduced the latest work dynamics of the Ministry and the province, as well as the key measures for the next stage of industrial breakthroughs. The 26 key parks made exchanges and speeches one by one, and put forward their demands and suggestions.
Ye Rongsheng, director of the Municipal Office for Building a Strong Industrial City and director of the Municipal Bureau of Industry and Information Technology, pointed out that recently, the municipal committee and the municipal government have regarded the industrial breakthrough in key parks as the top priority of the construction of a strong industrial city. All parks should thoroughly implement the decisions and plans of the municipal committee and the municipal government, spare no effort to promote and implement, and resolutely shoulder the responsibility and mission of being the main engine of economic development.
The first is to establish an efficient and collaborative working mechanism. The Municipal office for strengthening the city through industry should implement the requirements of the municipal committee and the municipal government for industrial breakthroughs in a concentrated manner in the industrial parks. Each park should establish an efficient two-way interaction and connection mechanism as well as a rapid response mechanism with the municipal level. The Municipal Office for Strengthening the city through Industry should work with all departments to promote the resolution of the demands and issues of the industrial parks in a list-based manner.
The second is to carry out in-depth industrial breakthroughs. All parks should closely monitor the completion of this year’s targets and tasks, ensure a good conclusion to the annual work, coordinate the setting of industrial development goals for next year, make a good start for the work of the coming year, and plan well the development goals for the 15th Five-Year Plan. All industrial breakthrough offices and industrial task forces should go to the front line, jointly carry out investment promotion activities with the parks, and accelerate the progress and construction of projects.
The third is to make differentiated layouts for key industries. We should implement the “Guidelines for High-Quality Development of Industrial Parks” recently issued by the Ministry of Industry and Information Technology and the National Development and Reform Commission, carry out differentiated industrial layout in the parks, and strive to build leading industries with prominent characteristics, obvious advantages and significant benefits.
The meeting was attended by the responsible persons of the 26 key industrial parks in the city, the responsible persons of the investment promotion departments, the responsible persons of the municipal office for strengthening the city through industry, the responsible persons of each industrial breakthrough office and the responsible persons of the industrial task forces.
