Unexpectedly, there were agents and relevant departments tracking the entire process, communicating in advance for each link, preparing materials, filling out forms, and submitting for review. The process was clear, the tasks were clear, and the project was progressing very smoothly. It is expected to be completed and put into production by the end of this year .
In the past, enterprises started to prepare design plans after obtaining land, and prepared construction drawings after the plans were reviewed and approved. After the construction drawings were reviewed and approved, the construction unit was determined, and then the procedures such as construction permits were applied for. In other words, only after the previous certificate was obtained can the next one be applied for. Now, through the “five certificates issued simultaneously” mechanism, the “five certificates” (construction land planning permit, real estate certificate, construction project planning permit, construction drawing review certificate and construction project construction permit) are issued simultaneously within 5 working days after the project signs the land transfer contract .
”In the past, the approval process was a serial approval process between departments, which resulted in long approval times and low efficiency.” A relevant person in charge of the Lishui District Major Project Office introduced that in response to problems such as incomplete preparation of enterprise materials, unfamiliar processes, and lack of understanding of policies during project promotion, Lishui District targeted its efforts and sorted out the entire approval process, sorting out 39 handling items in the entire process of project commencement and construction from three dimensions: enterprise handling, government-enterprise joint handling, and government handling. It formulated the “Lishui District Major Industrial Project “Five Certificates” Issuance Work Guidelines” , which clarified the flowchart and material list for the “five certificates” issuance, as well as the task list of enterprises and the government, making project promotion more efficient and truly realizing “start construction as soon as the land is obtained.”
After Lishui implemented the “five certificates issued simultaneously” initiative, the “relay race” among departments changed to “side by side running”, and problems such as “blind running” and “multiple running” by enterprises were solved, reducing the average processing time from land acquisition to construction start from about 260 days to about 150 days ; for the “land waiting for projects” plots that have completed land acquisition, the average processing time has been reduced from 95 days to 45 days .
Implementing the “graded package”“Issuing five certificates simultaneously” has become the norm
Wherever there is demand, the approval service will follow up. On the basis of the “nanny-style” service of assisting and handling affairs throughout the whole process, Lishui has also implemented the system of upgrading the management of key projects and the hierarchical contact system. Projects with a value of more than 5 billion yuan are contacted by the main leaders of the district, projects with a value of 3 billion to 5 billion yuan are contacted by the district leaders, projects with a value of 1 billion to 3 billion yuan are contacted by the main leaders of the local area, and projects with a value of less than 1 billion yuan are contacted by the leaders in charge of the local sector . The responsible leaders coordinate, serve, and supervise the entire process of the construction of the responsible projects, and effectively solve the bottlenecks and difficulties in the promotion of the projects.
