On December 11th, Jiangbei New Area signed an agreement with Woton Technology Co., Ltd. for the project of enhancing the capacity of membrane materials and membrane modules to enter the park. According to the agreement, Wharton Technology will build production lines for polysulfone and high-performance reverse osmosis membrane materials in the New Materials Science and Technology Park.
The project focuses on the high-end new materials field and plans to invest and build production lines for polysulfone and high-performance reverse osmosis membrane materials in the park. After the completion of the first phase of the project, it is expected to form an annual production capacity of 3,000 tons of polysulfone materials and 20 million square meters of reverse osmosis membrane elements.
This signing marks the entry of the project into a new stage of implementation and construction. The relevant person in charge of the New Materials Science and Technology Park said, “This signing will deeply integrate the solid foundation of the new district’s petrochemical industry with the leading membrane material research and production advantages of Woton Technology, injecting new impetus into the upgrading of the new district’s petrochemical industry level.”
Woton Technology Co., Ltd. is a listed company under CRRC Corporation Limited. It is the leading enterprise in the reverse osmosis membrane field, ranking first in China and among the top four globally. The company has over 20 years of experience in manufacturing separation membranes. As the formulator of national standards related to reverse osmosis membranes, Woton Technology has long been committed to the research and development, manufacturing and service of membrane materials and membrane elements for reverse osmosis, nanofiltration, ultrafiltration, etc. Its products have covered more than 130 countries and regions around the world.
Polysulfone is a key basic material for membrane production. Through independent research and development, Woton Technology has achieved the domestic production and matching of polysulfone materials, becoming the first membrane manufacturing enterprise in China to independently supply polysulfone.
Previously, we have collaborated with institutions such as Nanjing Tech University to jointly establish the National Innovation Center for High-Performance Membrane Materials, promoting the transformation of scientific and technological achievements from laboratories to production lines. Nowadays, the new project has been implemented in the New Materials Science and Technology Park, which is another significant measure for our deep integration with the new district. A relevant person in charge of Wharton Technology stated that the new district has a first-class industrial ecosystem and enterprise service capabilities, providing a solid guarantee for the smooth progress and long-term development of the project.
To accelerate the implementation of the project, the park has established a special service task force and set up a “weekly meeting” (combining online and offline) working mechanism. They focus on key links such as land, approval, and public utilities to coordinate and solve the difficult and obstructive problems in the project implementation in a timely manner.
Considering that the company’s headquarters is located in Guiyang, it is inconvenient to handle some government affairs procedures remotely. The park has proactively provided a “dedicated person to assist and handle on behalf of” service, eliminating all service bottlenecks throughout the process. For the core matters of new company registration, the staff of the park provide pre-service, precisely matching the processing procedures and sorting out the list of materials to ensure that enterprises arrive in the new district with “zero missing materials and zero omissions in applications”. During the on-site processing stage at the enterprise, the park arranged dedicated personnel to accompany the entire process, ultimately helping the enterprise complete the entire registration process in less than two hours.
This project also involves land acquisition. The land acquisition application was received on August 28th, and the land acquisition approval document was obtained by the municipal government on December 10th, taking only over a hundred days. The expropriation work of this project adopts a “parallel advancement and collaborative efficiency improvement” approach, establishing a three-level linkage mechanism among the competent authorities, local sub-districts, and land users. It seizes the first and second announcement and public notice Windows to coordinate the simultaneous advancement of multiple links.
The New Materials Science and Technology Park and Changlu Sub-district have completed the land acquisition stability assessment filing work in parallel. The Changlu Sub-district completed the submission of pre-bid materials ahead of schedule. The Data Bureau of the new district promptly cooperated in issuing the project’s land acquisition planning opinion to ensure the smooth progress of the land acquisition. The Planning and Natural Resources Bureau of the New District has made prior coordination with relevant departments to promote the compilation and review of the implementation plan. During the second announcement period, it completed all the preparatory work and simultaneously carried out the land acquisition file organization and the drafting of relevant application materials for review, etc., to facilitate the rapid approval of the land acquisition.
During the approval processes such as filing, environmental impact assessment, and general layout design, the new district has always taken the initiative to provide guidance to ensure the smooth progress of the project. A relevant person in charge of Wharton Technology said.
