Premier Li Qiang presided over the State Council Executive Meeting on November 8, which reviewed and approved the “Several Policy Measures on Promoting Stable Growth of Foreign Trade” and studied relevant measures to deepen the reform and development of elderly care services in the new era.
The meeting pointed out that we must do a good job in promoting the stable growth of foreign trade and provide strong support for the sustained recovery of the economy. We must increase financial support, expand the scale and coverage of export credit insurance, make full use of policy loans for small and micro foreign trade enterprises, continue to improve financial services for foreign trade enterprises in terms of credit, loan, repayment, etc., optimize cross-border trade settlement, and help enterprises improve their exchange rate risk management level. We must strengthen new momentum for foreign trade, promote the development of cross-border e-commerce, and promote the construction of overseas smart logistics platforms. We must strengthen service guarantees for foreign trade enterprises, promote the innovative development of green trade, border trade between residents, and bonded maintenance, enhance foreign trade shipping guarantee capabilities, and increase support for foreign trade enterprises to reduce burdens and stabilize jobs. We must attract and facilitate cross-border exchanges of business personnel and steadily promote the signing of visa exemption agreements with more countries.
The meeting pointed out that it is necessary to thoroughly implement the decisions and arrangements of the Party Central Committee on actively responding to the aging of the population and developing the elderly care industry, earnestly grasp the elderly care service, which is a major livelihood issue, and further improve the service system through deepening reforms to better meet the multi-level and diversified needs of the elderly, so as to better realize the elderly care, the elderly contribution, and the elderly happiness. It is necessary to strengthen basic elderly care services with a focus on the care of disabled elderly people, focus on increasing nursing beds, increase the training of elderly care staff, and enhance the care service functions of different service forms such as home, community, and institutions. In particular, for elderly people with special difficulties such as advanced age and living alone, targeted services such as meal assistance, bathing assistance, and home-based aging-friendly renovation should be provided. It is necessary to further stimulate the vitality of the elderly care industry and the development of the elderly care industry, vigorously develop the silver economy, mobilize more social forces to participate, give play to the role of market mechanisms, increase service supply and improve service levels through multiple channels, release the potential of elderly care consumption, and expand domestic demand.
