On September 26th, Nanjing Jiangbei New Area held the groundbreaking ceremony for the new generation of independently controllable industrial software base project. In the process of accelerating the deep integration of scientific and technological innovation and industrial innovation and promoting the resolution of practical problems in the high-quality development of China’s industrial sector, Jiangbei New Area has taken another solid step with the goal of building a new generation of industrial software industry scientific and technological innovation highland with domestic influence.
As one of the first projects under the “One Port, One Park, Four Bases, and Eight Blocks” of the Yangtze River Industrial Science and Technology Innovation Pilot Zone, the New Generation of independently controllable industrial Software Base has a total investment of approximately 3.14 billion yuan and a total construction area of about 260,000 square meters. It mainly builds high-standard industrial software research and development innovation and experimental platforms, technology incubation and transformation carrier facilities, and supporting ancillary facilities. It shoulders the important mission of promoting the breakthrough of industrial software from the “application level” to the “independent root technology level”.
In December last year, the launch ceremony of the construction of the new-generation industrial software laboratory was held in the new district, and the Central Business District pressed the “accelerator” for the project of the new-generation independent and controllable industrial software base.
In March this year, the strategic cooperation signing ceremony between the Central Business District and CITIC Construction was held. They will jointly promote the new generation industrial software base project in the Yangtze River Industrial Science and Technology Innovation Pilot Zone of Nanjing Jiangbei New Area, and work together to build it into a demonstration project of a software science base with Chinese roots that integrates industry and city, features innovative models, efficient development and independent control.
From the launch ceremony to the strategic signing and then to the commencement of construction, the Central Business District has always been in harmony with the overall development of the new district. It also deeply recognizes that industrial software is the “core engine” for the transformation and upgrading of the manufacturing industry and a key support for the new district to build an independent and controllable root technology innovation source of industrial software.
To facilitate the prompt implementation and commencement of the project, as well as its production and efficiency improvement, the Central Business District has broken through the bottleneck of key elements with a tenacious spirit of overcoming difficulties and optimized the service process with a full commitment. Every little bit of it is accelerating the process of piecing together the progress bar of the entire project.
In the element guarantee stage, the style of “no matter is left overnight” has been consistently implemented throughout the work. The processing period has been shortened by adopting the model of “dedicated team promotion + technological innovation + process control”. Multiple tasks such as land acquisition and forest transfer have set new records in the new district, with the entire land acquisition process being shortened by more than 50% compared to before.
In the land transfer process, the new district has been working together to overcome difficulties. From decision-making to the listing and transfer, it has precisely connected with relevant departments and jointly advanced the progress of the work – completing the joint review of investment supervision agreements, the argumentation of key investment promotion projects and other full-process land transfer work in the shortest time, ensuring that the project land is listed on time.
In the approval service stage, we actively sought the strong support of the competent departments and bureaus of the new district, promoting the early intervention of construction drawing review and the efficient connection of quality and safety supervision – to ensure the smooth acquisition of the construction permit before the project starts, achieving the “simultaneous issuance of five certificates”.
From project filing to the signing of the land transfer agreement, and then to achieving the “five certificates complete”, ensuring the project starts on schedule, this is the result of the collaborative efforts of the project team and various approval departments in the new district. It also reflects the optimization of the business environment and the improvement of government service efficiency in Jiangbei New District.
Whether it is the efficient promotion of element guarantee or the seamless connection of public listing and transfer, whether it is the precise connection of approval services or the full-chain support of on-site guarantee, every task is centered around the project’s advancement, and every force is concentrated towards the project. This is not only a concrete practice of Jiangbei New Area as one of the first echelon in the province to build an industrial science and technology innovation center, but also a vivid portrayal of the Central Business District’s efforts to unite thoughts and gather strength, as well as its commitment to solving problems through hard work and responsibility.
