This year’s Central Urban Work Conference has placed “regional coordinated development” in an important position, emphasizing the transformation of urban work methods and greater emphasis on overall coordination, as well as the development of modern urban agglomerations and metropolitan areas that are clustered and networked.
The “Greater Jiangbei” area, composed of Jiangbei New Area, Pukou District and Liuhe District (hereinafter referred to as the “Three Districts”), has a direct impact on the overall high-quality development of Nanjing in terms of its coordinated development direction.
At the recently held “Promotion and Deployment Conference on the Integration of Spatial Planning in Nanjing Jiangbei New Area, Pukou District and Liuhe District”, the three districts jointly released the “Implementation Action Plan for the Integration of Spatial Planning in Nanjing Jiangbei New Area, Pukou District and Liuhe District” (hereinafter referred to as the “Plan”), which will deeply collaborate in five aspects: “territorial space, style and characteristics, urban and rural development, infrastructure and resource elements”.
From the past “back-to-back” to the current “hand-in-hand”, integrated development will make the overall development strength of “Greater Jiangbei” more concentrated, resource flow smoother, and advantage superposition more obvious.
01 Break down spatial barriers and coordinate spatial planning

Urban space is the stage for development. The significance of doing a good job in spatial planning for the coordinated development of regions is self-evident.
In the past, due to the different administrative characteristics of the three regions, there were various barriers in different situations, which affected their development and coordination. Therefore, this plan places the work of “integrated planning of territorial space” at the top priority.
Based on the research on the spatial development strategy of Jiangbei New Area, we will coordinate the demarcation of the “Three Zones and Three Lines”, and build a spatial development pattern of “one belt, two cores, four islands and multiple points” throughout the region, forming an urban system of “1 new main urban area, 1 sub-urban area, 2 new urban areas and 10 new towns”. That is, the new main urban area of Jiangbei, the sub-urban area of Liuhe, the new towns of Qiaolin and Longpao, as well as the ten new towns of Jinniuhu, Hengliang, Chengqiao, Ma ‘an, Yeshan, Zhuzhen, Changlu, Xingdian, Tangquan and Yongning.

In the future, the three districts of Jiangbei will start from three aspects: industrial space, ecological space and style shaping, and work together to build a spatial foundation for the integrated development of production, living and ecology. They will strengthen the integrated planning of industrial systems, public services, transportation and municipal facilities, ecological environment and other Spaces, and enhance the coordinated interaction of key functional sections.
Break down spatial barriers and coordinate spatial planning. Behind the disappearance of the intangible boundaries lies the general working principle of “carrying out the same blueprint for the greater Jiangbei region to the end”, as well as the determination of the three districts to develop together without distinction between each other.
02 Integrate ecological resources and enrich cultural and tourism activities

Binjiang Riverside, Laoshan Forest Park, Pearl Spring Scenic Area, Jinniu Lake Scenic Area… The ecological and cultural tourism resources in the “Greater North of the Yangtze River” can be said to be countless.
By leveraging spatial planning, integrated development is connecting the scattered ecological resources of the three regions into a “pearl necklace”, promoting the accelerated integration of cultural and tourism resources.

Anchoring the spatial layout of “seven parts green and three parts city”, “Greater Jiangbei” has initially sketched out the overall spatial layout of cultural and tourism resources as “trendy play front and leisure back”.
The Binjiang area focuses on youth and trendy activities, the Laoshan area emphasizes outdoor sports experiences, the Jinniu Lake Scenic Area and the Pearl Spring Scenic Area highlight the vitality of parent-child activities, and the Tangquan area locks in high-quality hot spring health care. No matter young or old, as long as you come to Jiangbei, there are all kinds of scenic spots and activities that will keep you fun for a whole day. A relevant official from the Cultural and Tourism Bureau of Pukou District said.

Launch the Ten-Mile Trendy Street Fashion Space, the Four-sided Music Island theme space, and the Laoshan Ecological Art Aesthetics Space, and create a 19-kilometer riverside premium cycling route. In collaboration with Foshou Lake, Jinniu Lake, Laoshan Forest Park and Pingshan Forest Park, new routes for sailing races, dragon boat races and orienteering races have been launched… In terms of the renewal of cultural and tourism experience scenarios and the construction of an event matrix, the three districts will also work in concert and jointly plan.
In the future, a tourism scene featuring “all kinds of scenic spots, covering all age groups and allowing all forms of activities to be enjoyed” will be realized in the “Greater Jiangbei” area.
03 Infrastructure connection to enhance radiation capacity

Infrastructure interconnection is an important means to promote regional integrated development, facilitate the flow of factors and optimize resource allocation.
In the past, there were “breakpoints” in the transportation network of the three districts, especially the insufficient connection of cross-regional expressways and freight hubs, which restricted the flow of people and the transportation of materials.
In the future, the new district will join hands with Liuhe District to apply to the provincial and municipal authorities for the inclusion of the military-civilian joint use of Ma ‘an Airport in the “15th Five-Year Plan”, and build a regional comprehensive aviation transportation hub. Centered on Yongning Gaoli Marshalling Station, integrate the resources of Xiba Port and Qiba Port to form an overall layout of “one center and two port areas”, and build a freight hub for the Nanjing Metropolitan Area.

In addition, while enhancing the hub level of “Greater Jiangbei”, it is also very important to do a good job in the transportation connection both inside and outside the region.
Externally, the three districts will jointly promote the construction of the “half ring and seven radiations” expressway network, accelerate the construction of cross-river passages such as the second phase of Line 4, Jianning West Road, Xianxin Road and Jinwen Road, and enhance the accessibility of both the south and north of the river.
Internally, we will accelerate the layout of the “strip network” expressway network, improve the collection and distribution system of Nanjing North Railway Station, speed up the construction of the first phase of Line 11, promote the connection of Hengjiang Avenue -S356 and Pubin Road – Fengzihe Road, speed up the rapidization transformation of Puwu Road and the construction of Tangpan Road and Puliu Expressway, and open up “dead-end roads” such as Lushuiwan Road and Huqiao Road. Study the connection channel between Liuhe Sub-city and Huanke Road.
The transportation network that is “internally connected and externally accessible, with fast connection and fast delivery” will make cross-district commuting for residents in the three districts more convenient, reduce the cost of goods transportation, and enhance the efficiency of regional resource sharing.
04 Promote the circulation of resources and elements to facilitate industrial integration

The spatial boundaries have been broken down, infrastructure has become more connected, and resource elements will also flow more freely. The industrial development of the three zones is changing from “back-to-back” to “face-to-face”.
The New District Research and Innovation Park is adjacent to the Pukou High-tech Development Zone, while the New District New Materials Science and Technology Park and the Intelligent Manufacturing Industrial Park are adjacent to the Economic Development Zone of Liuhe District. The core industrial parks of the three districts have similar positioning and achieve high-quality development in each other through mutual collaboration and competition.

Relying on the Research and Innovation – High-tech Cluster and the Qiaolin Industrial New Town, the “New Core Island” will be planned and constructed; relying on the Intelligent Manufacturing Industrial Park, Yongning District and Liuhe Economic Development Zone, the “Life Island” will be planned and constructed; relying on the New Materials Science and Technology Park and the Nanjing Iron and Steel Nanhua District, the “Renewal Island” will be planned and constructed; relying on Nanjing North Railway Station and Ma ‘an Airport, the air-rail intelligent manufacturing corridor will be built. Jointly demarcate the control line for 112 square kilometers of industrial land.

In the future, the three districts will intensify the integration of industrial elements and resources in the “Greater Jiangbei” area, jointly build an industrial layout of “Four Islands and One Corridor”, and also share various high-tech platform resources among each other to jointly promote the local transformation of scientific and technological innovation achievements and create an important position for the development of new quality productive forces in the “Greater Jiangbei” area.
The integrated development has enabled the “close neighbors” to renew their “brothers” status and stand side by side, working together to promote the industrial integration of the “Greater North of the Yangtze River”.

From spatial planning coordination to the integration of ecological culture and tourism, from infrastructure connectivity to the sharing of industrial resources… The three districts in the north of the Yangtze River are bidding farewell to the old model of fragmented development and moving towards a new stage of integrated development throughout the region.
Nowadays, “Greater Jiangbei” is no longer a geographical concept but a development community featuring functional synergy and complementary advantages.
With the implementation of the integrated plan, the three zones will adopt a “hand-in-hand” collaborative attitude to jointly activate regional potential and release development dividends, writing a new chapter for the high-quality coordinated development of the “Greater Jiangbei” region.
