180 enterprises build an “ecosystem”
As an important component of Nanjing’s intelligent manufacturing equipment industry, Lishui District, with the Yongyang Sub-district Industrial Park as the core carrier, has formed a complete chain and highly coordinated industrial cluster of CNC machine tool functional components. Up to now, this cluster has gathered 180 enterprises, covering the entire industrial chain links such as complete machine manufacturing, core components and supporting services.
Sanzhong Intelligent Precision Machinery (Jiangsu) Co., LTD., located in Yongyang Street, is the leading enterprise in the cluster, specializing in the assembly and manufacturing of high-end CNC vertical lathes, vertical mills and turning and grinding centers. In 2020, the enterprise moved from Kunshan, Suzhou to Lishui as a whole and, in collaboration with the Chinese Academy of Sciences in Qingdao, successfully developed the first SZ1600ATC+G vertical grinding machine in China, breaking the foreign technological monopoly.
What keeps us firmly rooted here is the superior business environment and the mature industrial chain ecosystem. Li Yan, the deputy general manager of the company, said that thanks to the highly concentrated industrial chain, the enterprise not only started production quickly but also successively launched the second-phase projects. It is expected that the additional tax revenue will be about 15 million yuan after the production starts.
The innovation capacity of a cluster is an important support for it to enter the “national team”. By the end of 2024, the cluster will have 1 national manufacturing single champion, 9 national specialized, refined, distinctive and innovative “little giant” enterprises, 46 provincial specialized, refined, distinctive and innovative small and medium-sized enterprises, and 105 high-tech enterprises. It has established 21 provincial-level innovation platforms, and has cumulatively led or participated in the formulation of 7 national standards. Its products are widely used in high-end fields such as aviation, weaponry, and automobiles. About 70% of its functional components have achieved import substitution, demonstrating strong market competitiveness.

The disassembled industrial chain map
The formation of industrial clusters is no accident. In the investment promotion office of Yongyang Sub-district, a constantly updated “industrial battle map” reveals the strategies behind it.
“Our approach is very practical. It’s just ‘disassembling the machine tool’.” ” Lei Chenghao, the deputy general manager of Nanjing Yongyang Industrial Investment and Development Co., LTD., introduced that by disassembling the entire machine and tracing each component to top manufacturers one by one, the team has drawn up a precise industrial chain investment promotion map, achieving a transformation from “casting a wide net” to “filling in the gaps”.
Under the guidance of the map, the “chain leader” enterprises have become the most effective “investment promotion ambassadors”. Lishui District actively promotes leading enterprises to play the role of “chain leaders”. As an early settled enterprise, Qiao Feng Intelligence took the initiative to act as a matchmaker, creating a “chain recommendation” effect. This “business-to-business” model has generated a strong magnetic force. From January to August this year, the cluster signed 8 new projects with a total investment of over 3.6 billion yuan.
While strengthening its “inner strength”, Lishui has taken the initiative to “go out”. Following the high-quality development conference of industrial clusters held in July last year, the investment promotion team visited Shenzhen, Shanghai, Beijing and other places to connect with leading enterprises such as Fanuc. At this year’s Beijing International Machine Tool Exhibition, 20 enterprises within the cluster made a group appearance and reached landing intentions with 3 leading external enterprises, opening up a broader space for cooperation.

Joining the “national team” is not only an acknowledgement but also a new starting point. Lishui is building a “strong magnetic field” to attract talents from all directions by optimizing the industrial ecosystem and enhancing service efficiency.
Build a hardware nest and create a new highland for industrial incubation. In Yongyang Sub-district, a CNC machine tool industrial park with a total scale of over 60,000 square meters is under accelerated construction. Our goal is not only to provide space, but also to offer a complete incubation ecosystem. The project leader stated that through modern standard workshops and complete supporting facilities, comprehensive support will be provided for start-up and growing enterprises, helping new projects to “lighten the load” and quickly integrate into the local industrial chain.
Attract talents through services and enhance the soft power of the business environment. Lishui District has been continuously deepening the “five-certificate simultaneous issuance” approval reform, significantly shortening the average cycle from land acquisition to construction commencement, and greatly accelerating the process of enterprises’ establishment and production. The “I Run Orders for Enterprises” special campaign, which is being advanced simultaneously, helps enterprises find orders and expand markets through measures such as proactively building supply and demand matching platforms, integrating industrial resources, and implementing precise policies.
Looking ahead, a relevant official from the Industry and Information Technology Bureau of Lishui District stated that they will rely on leading enterprises such as Siemens Numerical Control and Qiaofeng Intelligence to enhance industrial chain collaboration and attract more supporting projects to gather. At the same time, we will adhere to the dual-wheel drive of innovation-driven and reform-driven development. While expanding the industrial scale, we will continuously enhance the modernization level of the industrial chain and spare no effort to build Lishui into a national influential innovation highland for the CNC machine tool industry.
