Achieved “rocket speed”
At the intersection of River Avenue and Longqi Avenue in Longpao, Hengluo Power Project has been newly unveiled as a large rectangular building. This is the project. Outside the building, workers are using elevating vehicles to install the wall panels; inside the building, rows of steel frames are supporting the red double-girder bridge cranes. “These are all hoists for rocket assembly. Their lifting capacities range from 30 to 80 tons.” The on-site staff explained. Since the beginning of the year, the project has accelerated its progress and is currently engaged in decoration and renovation.
It is introduced that as a rocket manufacturing base, this factory building is over 240 meters in length. Its roof is supported by steel beams, with a single span of up to 36 meters, and the height of the building reaches 24 meters. To enhance the ground bearing capacity, reinforced concrete was used for pouring. In terms of factory division, the middle area is the assembly workshop, while the two sides are the component assembly workshops.
The investor of the Nanjing Xinghe Power Project is Beijing Xinghe Power Aerospace Technology Co., Ltd. The total investment for the first phase of the project is approximately 2 billion yuan. The land area is about 118 acres and it is located in the industrial area of Longpa New Town. The construction area of the factory building is approximately 50,000 square meters. It is mainly used to build an intelligent manufacturing base for large reusable liquid carrier rockets, to meet the assembly and testing requirements for 10 launches of the “Zhiningshi Erliang” large carrier rockets, as well as the requirements for section riveting assembly, multi-module rocket body storage, and research and development office facilities.
“This is the fourth production base that the enterprise has established outside its headquarters. It also takes into account Nanjing’s geographical advantages and the relatively complete industrial chain support system in the Yangtze River Delta region.” The on-site staff of Xinghe Power Technology’s Nanjing area explained that the project’s implementation process was very smooth. The efficiency of the government departments also helped secure time for the project to be completed and put into production earlier, demonstrating the city’s business environment.
“To serve the major provincial projects well, we have carried out the expropriation process in advance and promoted the ‘land waiting for projects’ approach.” A relevant official from the Hengli Branch of the Nanjing Urban Planning and Resources Bureau stated that they completed the expropriation of the blocks with mature conditions in advance, included them in the industrial land reserve pool of the entire district and gave priority to promoting them. After the project’s land use was determined, the branch deployed all business departments to coordinate and cooperate, formulated a combat table for the guarantee process of project implementation, scheduled the guarantee time in reverse, and combined with the “Stay in the Park and Warm the Enterprises to the Nearest Degree” activity of the municipal bureau, dispatched business experts to enter the enterprises for on-site services, and coordinated the completion of the planning layout adjustment, planning conditions, bidding and auction transfer, planning permission, and real estate registration processes.
The District Planning and Resources Bureau has also strengthened coordination and cooperation with relevant functional departments such as the District Urban and Rural Construction Bureau. They have combined the parallel approval of important certificates that were previously handled in separate stages and departments, significantly reducing the processing cycle of the relevant procedures. On May 16, 2025, the Xinghe Power Project achieved the “issuance of all five certificates”, and on May 27, the project officially started with pile driving, which was 4 months ahead of the enterprise’s original plan.
“We are focusing on the Hexuantian Space Port to build the main base and pioneer zone of the Nanjing Aerospace Industry Circuit. The move by Star River Power is an important part of establishing the industrial ecosystem.” A relevant official from the Economic Development Department of the Hexuantian High-tech Zone Management Committee said. As the leading enterprise of the park, the park has implemented full life-cycle management services from the beginning of the project.
In the on-ground support phase, the park collaborated with relevant departments to ensure the “five certificates” were issued for the project. From its commencement in May last year to the current topping-out, this project has demonstrated the results of collaborative efforts. In June this year, the base will commence operation and production. The park has already reserved talents for enterprises in advance, helped them conduct targeted recruitment and college visits, and focused on the city’s new talent policies to ensure that the landed talents have no worries. In the future, the park will continue to provide services, strive for policy support for enterprises, and stimulate the innovation-driven momentum of enterprises. After the project reaches its production capacity, the annual output value will reach 2 billion yuan.
On this “space and air innovation corridor” in Liuheng District, a “one body with two wings and one port” layout is being established, covering the entire chain from “innovation research and development – technology transformation – industrial manufacturing – commercial application”, providing comprehensive support for the development of the space and air industry. The Liuheng High-tech Zone will take Xinghe Dynamics as the leading entity and accelerate the construction of a commercial aerospace full industrial chain including rocket manufacturing and satellite internet. It will also collaborate with the Liuheng Industrial Innovation Science and Technology Port for innovation and strive to form a billion-dollar-level aerospace industrial cluster by the end of the “15th Five-Year Plan” period.
