The flexible printed circuit board industrial park project of Nanjing Anyundar Electronic Technology Co., Ltd., with a total investment of 1 billion yuan, has been completed and is about to be put into use. Nanjing Xirulang Phase III project was signed, with an investment of 1 billion yuan to build a smart factory… At the end of the first half of the year, good news kept pouring in from Lishui Development Zone. As the main battlefield for economic development in Lishui District, Lishui Economic Development Zone has strengthened the industrial chain, supply chain and innovation chain based on four major manufacturing industries – new energy vehicles, smart home appliances, intelligent manufacturing equipment, and new medicine and life health. In the first half of the year, 31 projects with an investment of over 100 million yuan were attracted, and 27 major projects of provinces and cities were accelerated. It is expected that all of them will start construction in the first half of this year. The data shows that the development zone is expected to achieve a total industrial output value of 44.06 billion yuan in the first half of the year, an increase of 6.4% year-on-year. It has continuously played the role of a “ballast stone” for stable growth and a “main force” for high-quality development. The vigorous development of industries is inseparable from the empowerment of the “red engine”. “Based on the overall thinking of resource sharing, complementary advantages and common development, the park starts with party building, adopts the model of ‘the party organization of leading enterprises + upstream and downstream enterprises’, and has established an industrial chain party organization,” said a relevant person from the Party Committee of Lishui Development Zone. With the guidance of the industrial chain party organization, problems such as difficulty in coordination, synchronization and supply chain integration have been quietly resolved.
The innovation platform continuously enriches the party and mass services on the chain. Lishui Development Zone fully utilizes the newly-built district workers’ cultural palace as the platform, establishing a party building guidance station to coordinate and integrate various resources. It has “one-stop” equipped all the necessary facilities for party activities, reading rooms, and fitness and leisure areas. It regularly holds various activities such as government-enterprise discussions and industry supply-demand matchmaking talks, turning the party building guidance station into a gathering place for party members, a warm shelter for employees, a bridge for enterprises to connect, and a station for providing development support. The concentration of industries leads to population aggregation, posing challenges for grassroots governance. To completely solve the problems of scattered grassroots governance forces, each acting independently, fragmented inspections, and delayed handling in the past, Lishui Development Zone has established an integrated emergency fire control mechanism. “The original law enforcement and police work stations were integrated, and 110 frontline staff were drawn from departments such as the fire control law enforcement team and the urban management team to form 10 urban governance linkage workstations.” A relevant official from the Party Committee of Zhetang Sub-district in Lishui District introduced, “The urban management, fire control, police, and traffic police forces from all sides entered the community, and the law enforcement forces were simultaneously lowered to the community. Through unified dispatch by the Party organization and segmented responsibility by Party members, various matters such as safety production, fire management, urban appearance order, and conflict mediation can be ‘managed under one network, inspected multiple times, and handled at one station’, enabling grassroots governance forces to work together and tackle problems jointly.”
Party members take the lead, and the governance efficiency is tangible and perceptible. The four stations for coordination work are just one door away from the communities. To solve the traffic problem on Xinghe Road, the urban management officers and traffic police from the workstations jointly took action. At the same time, a new Xinghe Night Market was built, providing new venues for the vendors. By combining relief and congestion control, the situation has completely changed. The development zone also regularly conducts training and empowerment activities for Party members. The majority of Party members and cadres actively strive to become “all-round experts” in governance. They have abandoned the old model of “each managing one area” and achieved one inspection and multiple checks and corrections in one visit, simultaneously rectifying problems. This has significantly increased the rate of hazard detection and problem rectification.
The “troublesome and worrying issues” around the public have also been resolved one by one. In the governance of the Lao Hu City commercial area and its surrounding areas, regarding the disputes over the location of parking garages and the disorderly parking problems that were frequently complained about by the public, Party members and cadres conducted on-site investigations, listened to public opinions at households, and provided on-site explanations and clarifications. They optimized the location plans and standardized the parking order. This not only met the safety demands of the public but also resolved neighborhood conflicts, truly achieving governance with strength and service with warmth. The “safety defense line” at the doorstep of residents has been further strengthened. Since this year, Party members have led inspections and investigations to rectify nearly 2,000 various safety hazards. The Lishui Development Zone has also established a “daily inspection and analysis, weekly review and promotion, monthly analysis and improvement” working mechanism, improving the closed-loop mechanism, making grassroots governance regular and long-term, and polishing the city’s color of “dynamic and livable place”.
Service with Warmth: “Red Service” Builds a Bridge Connecting the Party and the People
“Hello, can I apply for the major illness medical assistance here?” Recently, Luo， who lives in Zhiping Yaya Community, brought a stack of medical records and invoices and walked into the “Deputy Secretary’s Office” of the “Lihu Hongfan” service point. Last year, Luo underwent surgery due to illness and spent over 100,000 yuan. She still needs to continue regular check-ups and medication in the future. “Previously, I had to go to the community service hall to handle these matters. If any materials were missed， I would have to go again. Now it’s much more convenient. I can handle it right at the community service point,” she said.
The “Lihu Red Flag” service point was originally an idle building in Tongshan Community. Considering the numerous practical challenges such as high population density, a large number of floating population, and numerous governance demands in the community, the community adhered to the leadership of the Party and applied to the street for the “Lihu Red Flag” micro-upgrade project. After the renovation, this 280-square-meter space was transformed into a resident service point, featuring a “Party Secretary’s Office”, a reading corner, a fitness area, and a “Ning Xiaofeng” station. The community secretary would be stationed here every week, and social workers would conduct regular office work. Residents can come to handle affairs without leaving the community and can also enjoy services such as reading and fitness.

A relevant official from the Smart City Command Center of Lishui Development Zone introduced that the command center collects issues and hazards from 12345 hotline, 110 police reports, as well as safety production, publicity and public opinion monitoring, every day. It analyzes and assesses the demands of the public, and specifically generates a list of “micro-happiness” livelihood projects, truly making the services reach the hearts of the people.

The Mingzhuqiao Community spent 46,000 yuan to build the Shuangyanju Neighbourhood Center, which is fully equipped with chess tables, rest beds, and a calligraphy corner. The Airport Community has established a home-based elderly care service center, solving the care and leisure problems for tens of thousands of elderly people. The Qilinli Community has constructed a comprehensive elderly service meal distribution point, resolving the problem of “difficulty in eating” for the elderly. The Hehua Jia Yuan Phase III and Xin’an Community Qinyun Huating Residential Area utilized idle spaces and invested 32,100 yuan and 29,800 yuan respectively to build safe and practical children’s playgrounds, meeting the nearby families of young children’s demand for nearby recreational activities… It is known that the investment for the “Micro Happiness” project is an average of 100,000 yuan per project. The Property Department of Lishui Development Zone Management Committee coordinates the Party Building Department, Planning Department, Engineering Department, and Urban Management Department, etc., to participate in the project selection, scheme design, and construction renovation to ensure the smooth implementation of the projects. As of now, Lishui Development Zone has cumulatively invested 1.62 million yuan and completed 17 “Micro Happiness” projects, exchanging small investments for sincere praise from local residents.
