On November 27th, an observation activity for the commencement of major industrial projects in Jiangbei New Area in November was held. Lu Weidong, the Party Secretary of Jiangbei New Area and the Party Secretary of Pukou District, led a team to visit the construction sites of major projects and listened to the reports from various sectors and units on their efforts to advance projects, compete in project starts, attract investment and boost the economy. New district leaders Yuan Chuanjun, Wang Wei, He Jinxue, Zhou Qin, Chen Wenbin and Xu Zhengkai attended the event.

At the event site, the Economic Development Bureau reported on the overall situation of the newly started projects in November and the implementation of the “Project Construction Action”. The responsible units of each project respectively reported on the situation of the newly started projects and their plans for the next steps.
Since the beginning of this year, various units in the new district have visited projects and identified a total of 1,875 major project issues. With the joint efforts of the project units and the approval departments, all of them have been coordinated and resolved. A total of 181 major industrial projects were implemented that year, with an investment of 20.902 billion yuan, achieving an investment completion rate of 94.8%, which exceeded the scheduled progress by 3.2 percentage points. A total of 10.763 billion yuan was invested in major industrial projects in 42 provinces and municipalities, with an investment completion rate of 87.01%, exceeding the scheduled progress by 3.6 percentage points.
Lu Weidong stated that efforts should be made to steadily advance project construction. In accordance with the start-up tasks of each unit, they should closely monitor and spare no effort to ensure the successful completion of the annual target for newly started projects. We should continue to revitalize existing resources, focus on connotative development, and continuously promote the transformation of existing assets into investment promotion resources, providing solid element guarantees for the implementation of high-quality projects. We should constantly strengthen the industrial system, further focus on the advantageous industries of the new district, enhance our understanding, strengthen our confidence in development, and spare no effort to promote the advantageous industries to reach new heights and constantly consolidate the foundation for the high-quality development of the new district’s industries.

After the observation activity, the groundbreaking ceremony for the 20,000-ton high-end new environmental protection additive project of Shangqin (Nanjing) Chemical was also held. This project will newly build 9 high-end and new environmentally friendly additive production lines, adopting various advanced production processes such as esterification and amidation. After the project is put into operation, it is expected to achieve an output value of approximately 350 million yuan.
Shangqin is a technology-oriented high-tech enterprise dedicated to the development and application of various high-performance functional chemicals. Its products are exported to Europe and Southeast Asia, and its clients include many of the world’s top 50 chemical companies. The high-end new environmental-friendly additive project that has started construction this time is expected to have a construction period of six months. During the construction process, the principle of “safety first, quality priority, and environmental protection first” will be strictly followed to complete the project construction work on schedule with high quality. In the future, the project will help the region build a high-end and green industrial development pattern, providing customers with high-quality functional chemicals and solutions.

The Xingtuo Microelectronics China R&D and Operation Center Project
The project plans to build a China R&D and operation center in the new district, positioning it as a full-chain solution provider covering product development, sales services, and technical support, and undertaking the R&D and sales of the company’s high-speed interface chips.
Shenghang Shipping Logistics Intelligent Upgrade and Expansion Project
The project will carry out intelligent upgrading and transformation of Shenghang’s existing logistics equipment and shipping system. By introducing advanced functions such as intelligent route planning, real-time voyage monitoring, dynamic obstacle avoidance and autonomous berthing, it aims to achieve full-process intelligent transportation management, effectively enhancing transportation efficiency and reducing operational risks.
The Tianshu Zhixin General GPU East China Regional R&D and Operation Center Project
The project plans to build an East China R&D and operation platform in the new district by deeply integrating the company’s hardware features and software ecosystem requirements, and construct a full-cycle closed-loop system from the collection of underlying performance data, intelligent analysis to the automatic generation of optimization plans.
The Nanchuang Chemical and Biomedical Cross-Innovation Verification Center Project
The project will purchase relevant equipment such as analytical and testing instruments for chemical synthesis, biological synthesis and new material research and development, and build a cross-innovation platform for chemistry and biomedicine. After its completion, it can gather the innovative resources of Nanjing University in the fields of chemistry and biomedicine technology, promote the industrialization of innovative achievements in the cross-disciplinary innovation of chemistry and biomedicine, and accelerate the incubation of start-up technology enterprises.
New battery cell energy storage battery pack production line project
The project will purchase dedicated new battery cell PACK production lines, automatic screening machines for new battery cell internal resistance and voltage, new battery cell charge and discharge test cabinets, fully automatic laser welding machines, air tightness testers and other equipment, and build new battery cell pretreatment production lines, assembly production lines, testing centers, office buildings, etc. After completion, it will be capable of assembling 200MWh of new cell energy storage battery packs annually.
