Implementation Rules for Automobile Trade-in Subsidy

In order to implement the decisions and arrangements of the Party Central Committee and the State Council, in accordance with the requirements of the Notice of 14 Departments including the Ministry of Commerce on Printing and Distributing the Action Plan for Promoting the Trade-in of Consumer Goods < the > (Shang Ji Fa [2024] No. 58), recently, the Ministry of Commerce, the Ministry of Finance and other 7 departments jointly issued the “Implementation Rules for Automobile Trade-in Subsidy” (hereinafter referred to as the “Detailed Rules”), which clarified the subsidy policy for automobile trade-in funds.

The Detailed Rules clarify the scope and standards of subsidies. From the date of issuance of the Detailed Rules to December 31, 2024, individual consumers who scrap fuel passenger vehicles with emission standards of China III and below or new energy passenger vehicles registered before April 30, 2018, and purchase new passenger cars that meet the energy-saving requirements can enjoy a one-time fixed subsidy. Among them, a subsidy of 10,000 yuan will be given to those who scrap the above two types of old passenger cars and purchase eligible new energy passenger vehicles, and a subsidy of 7,000 yuan will be given to those who scrap the fuel passenger cars with emission standards of China III and below and purchase fuel passenger cars with a displacement of 2.0 liters and below.

The Detailed Rules clarify the subsidy application process. Individual consumers who intend to apply for the car trade-in subsidy should fill in the application materials by logging on to the website of the National Automobile Circulation Information Management System or the “Car Trade-in” mini program before January 10, 2025, and the relevant materials should be obtained between the date of issuance of the Detailed Rules and December 31, 2024.

The “Detailed Rules” clarify the supervision and management requirements. All local relevant departments should do a good job in subsidizing the old car trade-in funds according to their responsibilities and strengthen supervision and management. All localities shall not require the sale of scrapped vehicles to designated enterprises, and shall not set up a subsidy catalogue or enterprise list with regional and technical product orientation. All localities should set up a telephone consultation hotline for car trade-in, respond to public demands in a timely manner, and accept social supervision.

In the next step, the Ministry of Commerce will work with relevant departments to guide all localities to implement the subsidy policy, increase publicity and interpretation, facilitate consumers to participate in the car trade-in action, and better meet the needs of the people for a better life.
