To assist the technology enterprises in the new district in enhancing their project fund management capabilities and standardizing the use of funds and accounting, on the morning of June 30th, the “Special Training on Project Fund Management for Science and Technology Plans” was successfully held under the guidance of the Nanjing Jiangbei New District Science and Technology Innovation Bureau and the Jiangbei New District Independent Innovation Service Center. The event was aimed at enterprises with ongoing science and technology plans and those planning to apply for projects, and attracted the participation of project managers and financial managers from the new district. The response was enthusiastic on the spot.
This training specially invited Hu Chuncai, the deputy director and senior certified public accountant of Jiangsu Tianqin Accounting Firm, to serve as the main speaker. During the nearly two-hour theme sharing session, Mr. Hu began by focusing on the main policies of the science and technology planning fund management in Jiangsu Province, gradually delving into the current new requirements for fund management, and then covering each key node of the expenditure of scientific and technological funds. Through a large number of real and typical audit cases, he explained clearly and thoroughly the collection standards, common misunderstandings, and compliance red lines for expenses such as labor fees, equipment fees, and indirect costs. On this basis, he naturally extended to the key points of the accounting standards for science and technology planning projects, guiding enterprises on how to establish a clear and compliant separate accounting system.
The entire presentation was not only of high policy level but also full of practical warmth. It transformed the originally dull financial management provisions into a highly instructive practical operation guide.
During the subsequent interactive discussion session, representatives from the participating enterprises raised numerous questions regarding actual issues such as the collection of equipment purchase costs, management of indirect expenses, and preparation for final audit. Teacher Hu provided professional and detailed answers to each question, and the atmosphere on the spot was practical and lively.
Standardized project fund management is a crucial foundation for the smooth progress and successful completion of technology plan projects. This training not only brought a “rain of policies and practices” to the enterprises in the new district, but also helped them identify the key points for fund usage and clarified the difficulties in standardized accounting. It has strong guiding significance for the subsequent projects’ compliance execution.
