On January 6th, Nanjing Jiangbei New Area organized and held a press briefing on the 20 policy supporting details of “Talent Gathering in the New Area”, providing a special interpretation of the new talent policies to the whole society. With more valuable support measures and more precise service guarantees, it comprehensively supports talent innovation and entrepreneurship, laying a solid talent foundation for accelerating the creation of a new industrial and technological highland and a new main city full of youthful vitality.
Talents are the primary resource supporting development. The essence of innovation-driven development is talent-driven. Jiangbei New Area has always attached great importance to making a big article about talents, and has continuously made efforts in aspects such as policy strengthening, mechanism breakthroughs, and service upgrades to ensure that all kinds of talents can “fully display their talents and do their best”. In the past two years, Jiangbei New Area has been presented with brand-new development opportunities. In September 2024, The State Council approved the “Overall Spatial Planning of Nanjing City”, which clearly defined Jiangbei New Area’s status as the new main urban area. In December 2025, a promotion and deployment meeting for the integrated and coordinated development of Nanjing Jiangbei New Area and Pukou District was held to accelerate the shaping of new institutional and mechanism advantages… The region has comprehensively upgraded its capacity and is moving towards a higher level. Meanwhile, the demand for talents in Jiangbei New Area has become even stronger, especially for young scientific and technological talents who are in the peak period of innovation and creation, with a strong desire to recruit them. During the World Forum for Young Scientists (Nanjing) held last year, Jiangbei New Area released 20 policies titled “Youth Development, Talent Gathering in the New Area”, which attracted widespread attention from all sectors.
On January 4th, the Nanjing Municipal Committee of the Communist Party of China and the municipal government held a city-wide conference on the in-depth integration and development of scientific and technological innovation and industrial innovation, and released 27 new policies for talent. Previously, the new district had taken the lead in planning and organized a special study on the 27 new policies for talents of the city, comprehensively promoting the connection and implementation of policies at both the municipal and district levels. Based on the study, comparison and reference of the new talent policies at the municipal level, the new district has formulated 21 supporting implementation rules. Starting from clarifying the supported objects, support contents, work processes and guarantee measures, it has established a closed-loop service mechanism for policy implementation to ensure that the policies are observable, perceptible and implementable. The new district held a press briefing on the 20 policies and supporting details of “Talent Gathering in the New District” this time. The purpose is to implement the relevant spirit of the municipal committee and the municipal government, and fully demonstrate the determination and sincerity of the new district in attracting talents and intelligence.
At the briefing, many provincial and municipal media outlets actively exchanged and asked questions, creating a lively atmosphere. It is reported that the 20 policy dividends of “Youth Development, Talent Gathering in the New District” cover categories such as leading talents, high-level innovative talents, enterprise talents, university talents, and international talents, forming an organically connected talent introduction and cultivation support mechanism, and providing “real money” to support the development of all kinds of talents.
For leading talents, it is proposed to support top talents such as Nobel laureates and academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering to take the lead in building major scientific and technological infrastructure and major innovation platforms, with a comprehensive support of up to 100 million yuan. For high-level innovative talents, it is proposed to provide up to 30 million yuan in industrialization matching funds to top experts (teams) who take the lead in participating in major scientific and technological infrastructure. For enterprise talents, it is proposed that for newly introduced talents with an annual salary and wage income of over 500,000 yuan or those selected into talent plans at or above the municipal level within three years, a subsidy of up to 300,000 yuan per person will be provided. For talents in higher education institutions, a “university-local joint recruitment” program for high-end talents at home and abroad is proposed.
For those who have been awarded the title of “National Science Fund for Distinguished Young Scholars” or above and have engaged in teaching, research, innovation and entrepreneurship activities and received fund investment, a salary subsidy of 30% of their annual salary will be provided for five consecutive years. For international talents, it is proposed that high-level international talents and returned students who engage in innovation and entrepreneurship activities be provided with free accommodation in talent apartments for two months.

In terms of supporting talent innovation and entrepreneurship and optimizing the talent development ecosystem, policies have been precisely implemented and multiple innovations have been made to focus on breaking through various bottlenecks from research to production, and to create an atmosphere of “worry-free development and taking on major responsibilities” for innovation and entrepreneurship.
Centering on leveraging the local advantages of the provincial industrial research institute, it is proposed to support the in-depth implementation of leading innovation projects through a “combination of allocation and investment” approach, providing up to 30 million yuan in financial support for a single major innovation project. To strengthen support for major projects, it is proposed that talent enterprises that have been approved for provincial-level or higher science and technology plans will be provided with a maximum of 20 million yuan in financial support. For individual projects that successfully enter the national disruptive special project candidate database, a maximum of 10 million yuan in financial support will be provided.
To encourage the transformation of scientific and technological achievements in universities, a reward of up to 3% of the actual transaction amount of technology contracts in a single year will be given, with a cumulative maximum of 10 million yuan in a single year. Centering on the innovative proof-of-concept model, in accordance with the “pilot validation + equity investment” model, up to 5 million yuan will be allocated for each project to support the project team in conducting proof-of-concept and pilot-scale maturation. To strengthen the guarantee of innovation space, it is proposed that each industrial park provide 20,000 square meters of space carriers for all kinds of innovative and entrepreneurial talents respectively, and a single project can enjoy rent-free for up to three years. Centering on strengthening the full-chain financial support, it is proposed that the average number of various types of fund investment projects each year should be no less than 150, and the average investment of each project should be no less than 5 million yuan. For enterprises selected for high-level talent entrepreneurship projects at or above the district level, various investment funds in the new district may provide venture capital of up to 20 million yuan for a single project based on the project’s circumstances. Strive to cultivate and introduce no less than 500 OPC enterprises every year.

In terms of adhering to the principle of “talent first” and addressing the urgent and difficult issues that talents are concerned about, the policy has also proposed to improve the talent service mechanism and put forward a series of “butler-style” support measures:
Centering on strengthening the protection of talents’ rights and interests, it is proposed to make good use of the service functions of the Yangtze River Legal Affairs Zone and give full play to the role of the Jiangsu (Nanjing) International Commercial Arbitration Center in foreign-related arbitration. Support the settlement of high-quality law firms both at home and abroad. To strengthen the housing security for talents, it is proposed to pilot the “rent first, then sell” model. Talents who have already rented properties from state-owned enterprises in the new district can use the rent they pay to offset the house price when purchasing apartments or residences from state-owned enterprises in the new district. The talent housing voucher policy is implemented. The total amount of housing voucher subsidies adopts a “multiple types of subsidies superimposed” model, specifically consisting of educational subsidies + employment subsidies + various related subsidies (newly introduced high-level talents in the new district can enjoy an additional double subsidy superimposed for newly introduced high-level talents). Among them, the educational qualification subsidies are classified by levels: 150,000 yuan for doctoral degree holders, 100,000 yuan for master’s degree holders, 60,000 yuan for bachelor’s degree holders, and 30,000 yuan for junior college (technical worker) degree holders. Employment subsidies are eligible for 30,000 yuan if the conditions for paying social security or individual income tax in the new district are met. Nanjing City continues to provide a maximum living subsidy of 100,000 yuan and a rental subsidy of 72,000 yuan to new college graduates who come to work in the city. The unclaimed portion of these two subsidies can be included in the total amount of housing vouchers for one-time application. According to the highest standards, talents of all educational backgrounds can enjoy the highest subsidies: 352,000 yuan for doctoral degree holders, 188,800 yuan for master’s degree holders, 121,600 yuan for bachelor’s degree holders, and 60,000 yuan for junior college (technical worker) degree holders. To strengthen medical and educational support for talents, it is proposed to provide services such as green channels for medical institution visits and expert diagnosis and treatment in accordance with the levels of talents. In addition, the policy has also put forward a series of supportive measures in areas such as supporting various market entities to recruit talents widely, providing rapid patent examination services, supporting talent-oriented enterprises to “go global”, and facilitating the stay and residence of international talents.

Taking this briefing as an opportunity, the new district will refine the implementation of policies, closely monitor policy fulfillment, and innovate policy evaluation. At the same time, we will intensify efforts to contact and visit enterprises with talents. In response to the prominent issues strongly reflected by various talents, we will further improve policies and measures, and build a new highland for talent aggregation, a preferred place for innovation and entrepreneurship, and a place for a comfortable and happy life to a high standard.
