The “New Year’s First Meeting” of Lishui District has set the course for industrial development in the first year of the “15th Five-Year Plan”, sending out a strong signal of focusing on industries, understanding industries, and strengthening industries. At the beginning of the new year, the District Committee and District Government of Lishui held an industry-strong district breakthrough meeting. As the “first meeting” of the entire district, this meeting sent out a strong signal of starting from the beginning and striving for victory from the start, pointing out the direction for the start of the “15th Five-Year Plan”. The meeting emphasized the need to unify thoughts, achieve consensus, gather strength, and unite the people’s hearts. This is not only the ideological foundation for promoting the high-quality development of Lishui, but also the key to solving development problems and achieving breakthroughs.
Consensus-building is the ideological prerequisite for promoting development. The development history of Lishui is a history of continuous rise and growth of the manufacturing industry. In the 1980s and 1990s, by learning the “Su Nan Model”, “Five Golden Flowers” such as agricultural vehicles and piston rings were cultivated, which vividly depicted the early development of the manufacturing industry in Lishui. Subsequently, from the establishment of the “Industrialization as the Foundation” policy, to the development of the new energy vehicle industry becoming the primary industry in the entire district, and then to the clear formulation of the “Manufacturing as the Foundation, Industrial Strength as the Focus” development strategy during the “14th Five-Year Plan” period, each step demonstrated the significant position of the manufacturing industry in the development of Lishui. Currently, Lishui is in the early stage of new industrialization, facing the arduous tasks of expanding economic volume and strengthening industrial clusters. The entire district must deeply understand that advanced manufacturing is the foundation and key for Lishui’s development, and should regard it as the top priority, making the concept of industrial strength district deeply rooted in people’s minds and integrated into their bloodlines, so as to form a strong atmosphere of unity and concerted efforts to promote the development of advanced manufacturing.
Uniting forces is the solid support for overcoming difficulties. The development of advanced manufacturing is not the achievement of a single person or a single enterprise; rather, it requires the coordinated efforts of all parties and the convergence of tremendous strength. Lishui enjoys unique resource advantages. Five universities located in Lishui, such as Nanjing Forestry University and Jiangsu Second Normal University, provide strong intellectual support for advanced manufacturing. Nearly 140,000 business entities are the source of vitality for industrial development. 1,809 Party organizations and 25,041 Party members are the backbone for promoting development. A large number of outstanding talents from Lishui who are currently working outside the region are also valuable assets for the development of their hometown. However, if the resources are scattered and operate independently, they will be unable to achieve maximum effectiveness. Only by breaking barriers, facilitating collaboration, vigorously promoting the “Four Be Bold” spirit, stimulating the enthusiasm of Party members and cadres, enterprises and other entities, can we draw a development circle of unity, transform potential advantages into the favorable situation for the development of advanced manufacturing, and allow all resources and elements to flow abundantly and interact efficiently in this fertile soil of Lishui, injecting continuous power into the development of advanced manufacturing.
Uniting people’s hearts is the fundamental guarantee for sustainable development. The development of advanced manufacturing cannot be achieved without the support and participation of the people. The development of a region not only depends on the growth of economic indicators, but also on the improvement of the happiness index of the people. The three-year action plan for improving people’s livelihoods specially formulated by the Liushui District Committee focuses on areas such as education, healthcare, elderly care, and childcare, and strives to solve the urgent, difficult, and worrying problems of the people. This is a vivid practice of prioritizing people’s livelihood. Only by allowing every resident of Liushui to share the fruits of development can we win the support and endorsement of the people, and ensure that development has the most solid popular foundation. At the same time, telling the Liushui story, spreading the voice of Liushui, and creating a positive social atmosphere can stimulate the fighting enthusiasm of all people in the district, making everyone be proud of their hometown and actively participate in the construction of advanced manufacturing in the hometown, and contribute their wisdom and strength to industrial development. From a philosophical perspective, “three unifications” form a logical whole of cognition, action, and value: consensus establishes the foundation of the district, resources are integrated to consolidate all parties, and hearts consolidate the foundation of the people. These three elements progress step by step, building a solid foundation for Liushui to become an industrial powerhouse, ensuring that the journey is steady and far-reaching.
