On January 12th, a promotion and deployment meeting for the integrated and coordinated development of the Research and Innovation Park and Pukou High-tech Zone was held, aiming to build the Science City of Jiangbei New Area in an integrated manner. Lu Weidong, Party Secretary of Jiangbei New Area and Party Secretary of Pukou District, Zhou Junqiang, Deputy Secretary of the Party Working Committee and Deputy Director of the Management Committee of Jiangbei New Area, Chen Wenbin, Member of the Party Working Committee and Deputy Director of the Management Committee of Jiangbei New Area, and Qu Shenkun, Member of the Party Working Committee of Jiangbei New Area, Member of the Standing Committee of the Pukou District Committee and Deputy District Head of the District Government, attended the meeting.
The meeting read out the “Implementation Plan of Jiangbei New Area on Promoting the Integrated and Coordinated Development of the Research and Innovation Park and Pukou High-tech Zone” and the relevant decisions on the appointment of cadres. The implementation plan clearly states that the Party Working Committee and the Management Office of the Research and Innovation Park, as well as the Party Working Committee and the Management Committee of Pukou High-tech Zone, will exercise unified leadership, operate under the same team, and operate in an integrated manner. It focuses on further guiding the functional connection, industrial linkage, and facility sharing in adjacent areas, strengthening the detailed implementation of the integration of research and production in the region, and comprehensively promoting the integrated and coordinated development of the Research and Innovation Park and Pukou High-tech Zone. We will promote the integrated development of the Science City in Jiangbei New Area and build a first-class ecological cluster highland for emerging and future industries in the province and a leading one in the country.
The meeting pointed out that it is necessary to deeply understand the significant meaning of the integrated and unified construction of the Jiangbei New Area Science City in the park. This promotion of the integration and convergence of the Research and Innovation Park and Pukou High-tech Zone is a strategic move to implement the national and provincial and municipal arrangements and shoulder the mission and responsibility of a national-level new area. It is an urgent need to cope with the fierce competitive situation and enhance the core competitiveness of the region. It is an active move to magnify the achievements of integrated development and shape new advantages for high-quality development. Through the integrated and coordinated construction of the Science city, the advantages of the entire industrial chain collaboration, the co-construction of an innovation ecosystem, the optimization of spatial layout, the sharing of public services, the integration of talent teams, and the improvement of governance efficiency will be further unleashed. To achieve the creation of a new ecosystem for industrial clusters, the activation of new impetus for innovation-driven development, the construction of a new pattern of integration between industry and city, the improvement of a new quality of the business environment, the gathering of new forces for entrepreneurship and work, and the improvement of a new system for efficient operation, we will truly build the Science City into the “core position” for Jiangbei New Area to implement national strategies.
The meeting emphasized that efforts should be made to actively and steadily promote the integrated construction of the Jiangbei New Area Science City in the park. We should focus on six key areas of work: First, we need to establish a unified and efficient leadership system, promptly sort out internal relations, clarify the division of labor and responsibilities among leaders, and ensure a unified and smooth command system from a structural perspective to guarantee the smooth implementation and effective execution of government orders. Second, a smooth and orderly operation system should be established, focusing on efficient management, continuously improving efficiency, ensuring smooth transition and connection, accelerating the reconstruction and optimization of the internal functional system, and guaranteeing the smooth and continuous operation of all key tasks without being affected. Third, we should formulate a scientific and forward-looking development plan. Taking this integration as an opportunity, we should systematically plan all the work during the 15th Five-Year Plan period, including the spatial layout of the park, industrial development, and cooperation among industry, academia and research. Fourth, we need to improve the construction layout with prominent priorities, focusing on urban functions, scientific connotations, integration of research and production, ecological advantages, and the quality of a livable and business-friendly environment, and ensure that all construction tasks of the Science city are implemented effectively. Fifth, we must strengthen the lean and professional investment promotion force, enhance personnel allocation, improve professional division of labor, continuously stimulate the resource advantages of cadres, and truly achieve precise and professional investment promotion. Sixth, we must coordinate the rational allocation of resources and elements, effectively optimize the allocation of cadres, rationally arrange fiscal funds, efficiently integrate resources and elements, and spare no effort to promote breakthroughs in all key tasks.
The meeting demanded that the organizational leadership for the integrated construction of the Jiangbei New Area Science City in the park be effectively strengthened. The integrated construction of the Jiangbei New Area Science City in the park is a major reform involving the overall development of the new area. It is time-pressured, task heavy and has high requirements. It is a major test of the political quality, overall awareness and ability level of cadres. We must solidify the responsibility for advancement, make systematic plans for 2026 and the period of the 15th Five-Year Plan around development tasks and key indicators, and ensure that the reform arrangements are strictly implemented. We must strictly abide by discipline and rules, strictly enforce political discipline, organizational discipline, cadre and personnel discipline, and institutional and staffing discipline, and strictly observe the red line of discipline. To ensure safety and stability, it is necessary to foster a sense of risk and bottom-line thinking, and ensure that thoughts remain calm, teams do not disband, and work does not cease. We should promote a down-to-earth style, implement all tasks with the spirit of hammering in nails, test the quality of our work with the actual achievements of integrated development, and create a favorable atmosphere for doing business and starting enterprises.
The person in charge of the park made a statement of commitment. Responsible officials from relevant departments and bureaus of the new district, members of the leadership teams of the Research and Innovation Park and Pukou High-tech Zone, members of the leadership team of Pukou High-tech Zone Science and Technology Innovation Group, and other department-level cadres; Responsible persons of each track, department heads, deputy department heads and group leaders of each department in the Research and Innovation Park, general managers and deputy general managers of each specialized company; Deputy section-level and above personnel from all departments of Pukou High-tech Zone, department heads and deputy department heads of all departments of Pukou High-tech Zone Science and Technology Innovation Group, and general managers and deputy general managers of all subsidiaries attended the meeting.
