Build a mechanism to promote the development and growth of specialized, precise, innovative and new SME

The Third Plenary Session of the 20th CPC Central Committee proposed to “build a mechanism to promote the development and growth of specialized, precise, innovative and new small and medium-sized enterprises”; in August this year, the General Office of the State Council issued “Several Measures on Promoting the High-Quality Development of Specialized, Precise, Innovative and New SME”, providing guidance for the vigorous development of specialized, precise, innovative and new small and medium-sized enterprises.

On October 16, Lishui District held a regular entrepreneur service day event on the 6th of every month to listen to the demands of specialized, refined, special and innovative enterprises. Relevant officials of Lishui District said that they will focus on filling the gaps in the total number of enterprises, development quality, and innovation capabilities, and make greater efforts to promote high-quality small and medium-sized enterprises to rely on key core technologies, deepen their main businesses, increase capital and expand production, and become better and stronger, so as to take a practical and in-depth path of specialized, refined, special and innovative development .　　In layman’s terms, “specialization, precision, and innovation” refers to enterprises with advanced technology and equipment, advanced management models, high-quality talents, and unique products. Although specialized, precision, and innovation enterprises are all small and medium-sized enterprises, they are irreplaceable in the industrial chain and are at the upstream of the value chain. The “National Specialized, Precision, and Innovation “Little Giant” Enterprise Development Report (2024)” summarizes the development characteristics of domestic specialized, precision, and innovation enterprises with “56789”: more than 50% of enterprises have R&D investment of more than 10 million yuan, more than 60% of enterprises belong to the industrial foundation field, more than 70% of enterprises have been deeply involved in the industry for more than ten years, more than 80% of enterprises are ranked first in the province’s subdivided industry, and most enterprises’ main business income accounts for more than 90% of their total revenue. It can be said that the number of specialized, precision, and innovation enterprises in a place determines whether the local industry is well developed.

　Lishui has the foundation to cultivate and expand specialized, sophisticated and innovative enterprises . As the only high-quality development pilot zone for the manufacturing industry in the city, Lishui District insists on building a manufacturing-based district and strengthening the industry, and strives to build a “1+3+1” industrial system of new energy vehicles, intelligent manufacturing equipment, smart homes, new medicines and life health, and energy storage hydrogen energy, providing industrial support for small and medium-sized enterprises to deepen their professional fields. At present, Lishui has gathered 1 national-level manufacturing single champion enterprise, 18 national-level specialized, sophisticated and innovative “little giants” enterprises, and 103 specialized, sophisticated and innovative small and medium-sized enterprises at or above the provincial level, mainly concentrated in industrial clusters such as high-end equipment, new materials, energy conservation and environmental protection, and new energy vehicles.　　To cultivate and expand specialized, sophisticated, and innovative enterprises, we must make good use of the policy toolbox. Lishui District actively implements the national, provincial, and municipal policies on specialized, sophisticated, and innovative enterprises, formulates and issues the “Lishui District Policy to Support the High-Quality Development of the Manufacturing Industry” and detailed rules, encourages and guides small and medium-sized enterprises to continue to deepen their professional fields and enhance their innovation capabilities, and gives corresponding rewards to the first-time recognized national manufacturing champions, national specialized, sophisticated, and innovative “little giants” enterprises, and provincial specialized, sophisticated, and innovative small and medium-sized enterprises. At present, a reward amount of 21 million yuan has been implemented.　　To cultivate and expand specialized, sophisticated, special and innovative enterprises, we must provide good services. Lishui District has established a specialized, sophisticated, special and innovative enterprise cultivation database, carried out classified cultivation guidance, set up a “smart transformation, digital transformation and networking” professional service team, invited experts to help enterprises with technical research and other services, and led more enterprises to follow the path of specialized, sophisticated, special and innovative development, achieving significant results. From 2022 to 2024, Lishui District will newly certify 90 specialized, sophisticated, special and innovative enterprises.　　To cultivate and expand specialized, sophisticated, special and innovative enterprises, we must stay focused. “Unique skills” are the hard core support of specialized, sophisticated, special and innovative enterprises. Enterprises need to focus on their main business, work hard in subdivided fields, increase investment in scientific research, accelerate “smart transformation and digital transformation” and the transformation of scientific and technological achievements, tackle key common technologies, cutting-edge leading technologies and disruptive technologies, create more star products and fist technologies, strive to be the best in the subdivided market, and promote enterprises to a broader world.
