Application scenarios are accelerating their transformation into “industrial landscapes”, and Nanjing is building a leading city of scenario openness in the country at a high level

To boost Nanjing’s efforts to build a leading national city of scene openness at a high level, on December 18th, our city held the 2025 Nanjing Scene Innovation and Development Conference, gathering representatives from all walks of life including the government, provincial and municipal state-owned enterprises, universities and research institutions, think tanks, financial institutions, and unicorn enterprises, to jointly discuss new paths for driving industrial upgrading and urban development through scene innovation.

Play the “first move” of scene innovation well. The “scene corridor” covers the cutting-edge fields

Focusing on the integration of cultural tourism business district consumption services and technological assistance for the disabled, Nanjing Mingwai Guo Qinhuai Xinhe 100-Mile Scenic Belt Construction Co., Ltd. has joined hands with Zhujing Robot Core to build a popcorn service system featuring “remote operation for the disabled + humanoid robot production”. Currently, the core technology research and development and equipment adaptation have been completed.
Our self-developed wearable remote control device can accurately capture the limb movements of people with disabilities. Relying on the 5G-A low-latency network and the large intelligent model of the body, it realizes the synchronization of human-machine movements, ensuring the taste of popcorn when shaken. Staff members of Mingwai Guo Company introduced that they have completed the functional debugging and simulation operation of the robot popcorn module and established a remote operation training system for people with disabilities.

Scenarios are specific situations used for systematically verifying the industrial application of new technologies, new products, and new business forms, as well as the supporting infrastructure, business models, and institutional policies. They play a significant leading role in promoting the large-scale commercial application of new technologies and new products.
In recent years, Nanjing has always adhered to taking scene innovation as the “first move”, and scene innovation has increasingly become the key engine for our city to cultivate new quality productive forces. Outside the venue, a “Scene Corridor” exhibition area was set up, showcasing a batch of typical cases of high-value and small-entry application scenarios in various fields of our city, covering numerous cutting-edge areas such as artificial intelligence, smart grids, industrial software, body-mounted intelligence, low-altitude economy, 6G applications, and intelligent connected new energy vehicles.

The Management Committee of Nanjing Southern New Town has taken the National Fitness Center as a pilot project to build a smart building system featuring all-domain perception and intelligent control, achieving a “one-screen overview” of building operations and providing citizens with convenient, safe and comfortable Spaces for sports and fitness as well as public activities. The intelligent monitoring and early warning system for forest fire prevention in Lishui District, built by the Nanjing Greening and Gardens Bureau, will in the future, through the introduction of new equipment and technologies such as high-point intelligent monitoring to fill blind spots, nested drones and AI large models, to construct a four-in-one intelligent monitoring and early warning system of “air, space, ground and human”, achieving 100% intelligent coverage of forest fires in key forest areas.

The construction of new scenes has even entered the campus. Nanjing Private Experimental School has been applying Chengmai Technology’s information innovation computers, domestic cpus (Zhaoxin, Loongson) and other information innovation software and hardware on a large scale, and has built a benchmark classroom for information innovation in basic education in the city. It has successfully implemented new teaching models such as multimedia teaching and online programming.
This conference is jointly hosted by the Nanjing Municipal Bureau of Industry and Information Technology and Great Wall Strategic Consulting, and is organized by the Jiangning Development Zone Management Committee and Nanjing Urban Construction Group. The organizers of the conference stated that the “Scene Corridor” exhibition area highlights the characteristics of high-quality scenes in the diverse and integrated application of new technologies, new products, and new business forms, vividly presenting the rich achievements of Nanjing in driving technological innovation and industrial upgrading based on local resource endowments through scenes.

Draw the “strategic blueprint”, accelerate layout, and strive to build a “city model”

“Scenarios play a crucial role in the generation of emerging and future industries.” ” During the release session of the conference, Great Wall Strategy Consulting released the “China Scenario Cultivation and Opening Research Report 2025” (hereinafter referred to as the “Report”), systematically studying and sorting out the scenario work practices of municipalities directly under the Central Government, provincial capitals, sub-provincial cities and the top 100 GDP cities in China. It was found that more than 80 cities have initiated scenario cultivation and opening work.
In Nanjing, Times Electric Service (Jiangsu) Technology Co., Ltd. has collaborated with Xuanwu District in areas such as the construction of battery swap station infrastructure, the creation of a battery swap service ecosystem, and the establishment of a green and low-carbon industrial cluster. The aim is to turn Xuanwu District into a high-quality development demonstration zone for the new energy vehicle battery swap industrial cluster that is strong in demonstration and replicable.
The scene adopts a 99-second efficient battery swapping mode, reducing the cost of purchasing a vehicle through “separation of vehicle and battery”, and extending the battery life through unified maintenance at the station end. The relevant person in charge of the company introduced that currently, a city-wide battery swapping basic network has been built in Nanjing City. A total of 1,500 battery swapping vehicles have been promoted throughout the city, and 25 highly compatible battery swapping stations have been built.
The report, based on urban practice, has proposed seven paths for cultivating and opening up scenarios. It focuses on five key industries: manufacturing, transportation, healthcare, education, and elderly care. It systematically sorts out the policy orientation and local practical experience for cultivating industry scenarios, analyzes and prospects the trends and characteristics of future scenario cultivation and opening up, and provides a practical guide for further deepening scenario innovation work.
The report suggests that 2026 will be a New Year when the cultivation and opening of scenarios are comprehensively deepened and the value of scenario resources is fully activated. With the implementation of national strategic deployments, cross-regional scene collaboration, cross-industry scene integration, and full-chain scene services will become new trends. Scene innovation will shift from single-point breakthroughs to ecological construction, injecting stronger impetus into the cultivation of future industries, the upgrading of traditional industries, and the improvement of urban governance quality.
