Guohua (Jiangsu) New Energy Co., Ltd. is a wholly-owned subsidiary of Guohua Investment, a central state-owned enterprise under the National Energy Group. As the East China regional company of Guohua Investment, it is mainly responsible for the development, construction and operation of new energy, hydrogen energy and comprehensive smart energy projects in the region.
All along, central enterprises have been the “ballast stone” and “stabilizer” for the healthy development of the national economy, and even more so, the “propeller” for promoting high-quality development. While serving the national development strategy, they also play a significant leading and driving role in local financial empowerment, industrial development, urban construction and other fields. Jianye, which is currently in a critical period for the construction of the city center, a tough period for industrial transformation and upgrading, and a window period for leveraging its superimposed advantages, urgently needs to carry out all-round and in-depth cooperation with leading central enterprises that are powerful, responsible and passionate.
In April this year, China Resources Recycling Group New Energy Technology Co., Ltd. signed a contract to settle in Jianye, committed to building a “national team” in the field of new energy device recycling and utilization, and contributing to the realization of the “dual carbon” goals. As a new industry of central and local cooperation, it only took 19 days from the initial contact to the completion of registration and landing.
In recent years, Jianye District has seized the national strategic opportunity of the integrated development of the Yangtze River Delta region, established a special working group for attracting projects from central enterprises, and based on the regional industrial positioning, set up a target database for attracting projects from central enterprises. It has actively introduced central enterprise institutions and headquarters with strong financial strength and significant brand influence. A series of activities such as the “Headquarters Investment Promotion (Jianye) Special Promotion Conference” and the “Central Enterprise Cooperation Signing Ceremony” have been held successively, actively building a pilot zone for attracting central enterprise headquarters to settle in Nanjing.
Since last year, 19 projects of central enterprises, including China Telecom Unmanned Technology, China Power Construction Corporation’s Architectural Research Institute, China Travel Digital Technology Jiangsu R&D Headquarters, and CGN New Energy Jiangsu Headquarters, have been successively established in Jianye, ranking first in the city in terms of quantity. Up to now, more than 120 central enterprises at all levels have been established in Jianye, among which over half are institutions at or above the third level.
Why do central enterprises choose Jianye one after another? The enterprises that have settled down generally believe that this is a mutual pursuit between the government and enterprises – on the one hand, Jianye is vigorously promoting industrial projects, carrying out institutional and mechanism reforms and innovations, and opening its arms to embrace central enterprises. On one hand, central enterprises are full of confidence in the future development of Jianye, actively setting up industrial layouts in Jianye and continuously releasing development vitality.
Focusing on the entire life cycle of project attraction and implementation, Jianye has comprehensively enhanced its service level from aspects such as ensuring the supply of elements, optimizing the service environment, and providing full-process tracking and promotion. Establish a “one-book ledger” for investment promotion leads of central enterprises, make good use of the “Jianye Partner” mechanism, and make local central enterprises a strong link for attracting related central enterprises. Establish a project liaison mechanism to coordinate and solve difficult and clogged problems around the business scenario demands and other issues that central enterprises are particularly concerned about. Make good use of the “Xiao Mo” specialist mechanism, regularly visit local central enterprises, and enhance the stickiness of serving enterprises.
Next, Jianye District will focus on the work orientation of strengthening the district through industries. Based on the systematic and long-term nature of attracting central enterprises, it will promote deepening cooperation between central enterprises in the district and their upstream and downstream enterprises, similar enterprises, and the government. Through the coordinated guarantee of opening up application scenarios, the participation of state-owned capital funds, and the reform and reorganization of state-owned enterprises, it will fully stimulate the enthusiasm of central enterprises to invest in Jianye.
