Activity Background

Currently, Nanjing is fully committed to building a national-level high-level talent aggregation platform, deepening the “Double Recruitment and Introduction” strategy (recruitment of investments and talents, introduction of technologies and talents), and constructing an all-round talent opening and cooperation framework. To facilitate the connection between overseas high-level talents and local innovation entities, the Nanjing Science and Technology Bureau sponsors, and the Nanjing Xingang High-Tech Industrial Park undertakes the 2025 Nanjing Global Science and Technology Elite Challenge Overseas Division Final, aiming to promote the landing and development of high-quality talent resources.

Schedule Design

The event consists of three stages: project solicitation, project selection, and the Germany Division online final, ensuring orderly progress and excellence in selection:

1. Project Solicitation Stage (Now – July 1, 2025): Publicly recruit high-level talent innovation and entrepreneurship projects in fields such as software and information services, integrated circuits, biomedicine, intelligent manufacturing, artificial intelligence, and brain-like intelligence.
2. Project Selection Stage (July 16 – July 20, 2025): Organize an expert review panel to comprehensively score declared projects based on dimensions such as technological innovation, commercial feasibility, team strength, and landing adaptability. 20 high-quality projects will be shortlisted for the final and notified via email, SMS, etc.
3. Germany Division Final (July 30, 2025): Award 2 First Prizes (Advancement Awards) and 3 Second Prizes (Direct Access Awards). Winning projects will directly participate in the Nanjing final.
   • Format: Each participant will have 6 minutes to present their project PPT on-site, followed by a 4-minute Q&A session with judges.
   • Scoring: Judges will score projects based on roadshow content and defense performance. After all roadshows, on-site scoring will announce the top 5 winning projects.
   • Language: English is recommended for presentations.

 Project Requirements

1. Project Holder Qualifications:
   • Generally should hold a doctoral degree, or hold an associate professor or above position in overseas renowned universities/research institutions, or serve as a senior technical professional in international well-known enterprises.
   • The core project team should have no more than 5 members, and the talent has not yet worked full-time in China or founded a company in Nanjing, or has been employed/started a business in Nanjing full-time for no more than 3 years.
2. Innovation Talent Requirements:
   • After landing, sign a full-time employment contract with a Nanjing-based unit, with a monthly salary not lower than a specified standard, and work continuously for at least 3 years.
3. Entrepreneurship Talent Requirements:
   • The enterprise registered in Nanjing should be less than 3 years old, operate in compliance with laws, have good social credibility, no bad records, and possess high growth potential or innovation, aligning with Nanjing’s innovative industrial cluster development direction.
4. Priority Support:
   • Young talents under 40 years old, foreign talents, winners of innovation and entrepreneurship competitions above vice-provincial level at home and abroad, and urgently needed talents engaged in “stuck-neck” key core technology research.

Competition Fields

1. Software and Information Services: Focus on cutting-edge technologies and application scenarios such as cloud computing, big data, blockchain, industrial internet, digital twin, and information security, covering basic software R&D, industry digital solutions, and innovative information service models.
2. Integrated Circuits: Focus on key industry chain links such as chip design, advanced manufacturing processes, packaging and testing technologies, semiconductor materials and equipment, third-generation semiconductors, as well as innovative fields like AI chips and storage-computing integrated chips.
3. Biomedicine: Cover innovative drug R&D (small molecules, macromolecules, gene therapy, etc.), high-end medical devices, in vitro diagnostic technologies, cell and gene therapy, biomedical intelligent manufacturing, and smart medical services.
4. Intelligent Manufacturing: Include industrial robots, intelligent equipment, flexible production lines, industrial automation control systems, intelligent warehousing and logistics systems, as well as intelligent manufacturing new models and system integration solutions based on 5G and the Internet of Things.
5. Artificial Intelligence: Focus on large model technology, computer vision, natural language processing, intelligent sensors, AI chips, intelligent driving, and AI + industry applications (e.g., finance, education, healthcare).
6. Brain-like Intelligence: Focus on brain-like computing chips, neuromorphic engineering, brain-computer interface technology, cognitive computing models, brain-like intelligent systems, and their innovative applications in intelligent robots and neurological disease diagnosis and treatment.

Rewards for Landing Projects

1. Financial Support:
   • Winning projects in the final that actually land in Nanjing can receive a landing bonus of 20,000 to 80,000 RMB.
   • Eligible project holders can directly apply for or be prioritized for recommendation to the “Purple Mountain Talent Plan” and other relevant policy projects, enjoying financial support and services.
2. Policy Incentives:
   • Eligible winners and project teams will receive priority support from municipal science and technology innovation funds, entrepreneurship counseling, rent reduction, etc., and can stack the “Entrepreneurship Jinling” municipal competition landing bonus.
3. Exclusive Services:
   • Eligible winners will be included in the “Purple Mountain Talent Card” system, enjoying exclusive services such as commuting, medical care, and transportation.
