General requirementsWe will continue to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee of the Communist Party of China, fully implement the spirit of General Secretary Xi Jinping’s important speech on Jiangsu’s work, focus on the central task of economic construction and the primary task of high-quality development, unswervingly deepen reform and opening up, promote the deep integration of scientific and technological innovation and industrial innovation, develop new quality productive forces in accordance with local conditions, actively build a new main city that is livable, resilient, and smart, promote the construction of independent innovation pilot zones, modern industrial clusters in the Yangtze River Delta region, new urbanization demonstration zones, and important platforms for opening up and cooperation in the Yangtze River Economic Belt with higher quality, create an important growth pole to drive regional economic development, and provide strong support for promoting the new practice of Chinese-style modernization in Jiangsu.By 2027, the proportion of economic output in the province and the city will continue to increase; the proportion of R&D investment in the whole society will exceed 4.5%, the number of high-tech enterprises will reach 2,000, and the contribution rate of scientific and technological innovation to economic development will continue to increase; the total industrial output value above designated size will reach 600 billion yuan, and the supporting role of the real economy to the modern industrial system will continue to increase; the advantages of “double-zone superposition” will be effectively exerted, and the level of institutional opening will continue to increase; the people-oriented new urbanization will be deeply promoted, the population will gather 3 million people, and the image of the modern new main city will continue to improve. By 2030, the total economic output will strive to exceed 580 billion yuan, the industrial scientific and technological innovation capacity will be significantly enhanced, the level of reform and opening up will be greatly improved, the functions of the new main city will be more complete, and high-quality development will make positive progress. By 2035, the development of new quality productivity will achieve remarkable results, the total economic output will strive to double on the basis of 2023, and a modern new district with significant competitiveness, influence and attractiveness will be basically built.II. Key Tasks(I) Build a high-efficiency achievement transformation system. Guide the gathering of new resources such as new achievements, new projects, and new institutions in universities and research institutes inside and outside the province, and accelerate the implementation of characteristic disciplines such as Nanjing University’s integrated circuits and Southeast University’s “big medicine”. Promote the “reduction of oil and increase of chemicals” in the petrochemical industry, support the establishment of a national chemical new materials industry innovation alliance, and guide the chain aggregation and cluster development of advanced materials. Promote the steel industry to climb to the high end, develop high-end special steel materials, coordinate the layout of diversified new business formats, and create a high-quality development industry benchmark. Support the new material science and technology park to expand its implementation scope in an orderly manner and build a first-class new material industry base. Strengthen the coordination and guarantee of energy consumption indicators, reasonably determine the pollutant limit and quantity management targets of the Jiangbei New Area, and coordinate the pollutant emission indicators of major provincial projects across the province. Accelerate the green and low-carbon transformation, promote the efficient and complementary use of multiple energies, create green factories and green products, and explore “zero-carbon” factories.(VI) Promote the agglomeration and development of emerging industries. Strengthen the gradient cultivation of strategic emerging industries and promote the development of integrated clusters. Deepen the coordinated development of integrated circuit chips and machines, strengthen the research and development of key technologies such as EDA, optimize the centralized layout of advanced and special process production lines, and support the inclusion of innovative products in the provincial new product and new technology catalog, the first major equipment list, and the first batch of new materials list. Accelerate the innovative development of life and health, strengthen the national biopharmaceutical innovation industry cluster, strive to pilot the segmented production model of biological products, open up a green channel for online listing for innovative drugs (medical consumables) that meet the conditions, encourage medical institutions to purchase and use them, and support the exploration and development of technical research and transformation applications such as stem cells, immune cells, and gene therapy. Accelerate the development of intelligent networking and rail transit characteristics, strengthen the demonstration and promotion of innovative technologies and products, and encourage the application of the National Green Smart Urban Rail Technology Innovation Center. Develop key equipment for low-altitude economy and encourage the exploration of integrated innovative applications such as “artificial intelligence + low-altitude economy”. Deepen the construction of the Jiangsu Industrial Base for the Application of the National Beidou Satellite Navigation and promote the large-scale application of Beidou.(VII) Accelerate the innovative development of future industries. Focusing on future industrial directions such as third-generation semiconductors, hydrogen energy, new energy storage, cell and gene technology, synthetic biology, and cutting-edge new materials, accelerate breakthroughs in cutting-edge technologies such as high-end photonic chips, organ chips, and brain-computer interfaces, plan and deploy a number of future industry (technology) research institutes, cultivate a number of application scenarios and key enterprises with core competitiveness, and form several new growth points in key segments. Support the construction of a pilot project for the first agglomeration of future industries in the province.(VIII) Strengthen the deep integration and development of digital and real industries. Deepen the “intelligent transformation, digital transformation and networking”, accelerate the “cloud-based, data-driven and intelligent” development, and build a number of smart manufacturing factories and workshops. Deepen the “digital + service + manufacturing” strategy, promote the deep integration of advanced manufacturing and modern service industries, develop new business forms and models such as platform economy, sharing economy and flexible customization, and build a number of benchmark enterprises and pilot parks. Strengthen the self-developed adaptation of core industrial software and the R&D and innovation of underlying technologies, and build an industrial software cloud engineering application innovation center. Strengthen the construction of demonstration application scenarios for artificial intelligence manufacturing, and create a highland for the integration and application of artificial intelligence. Build a high-quality digital advertising industry cluster in Jiangsu. Encourage pilot projects in the data field, carry out the development and utilization of public data in special scenarios, and promote the supply and circulation of data elements. Support the construction of asset digitization platforms and explore new mechanisms for the protection and utilization of data property rights. Cultivate and build digital economy characteristic industrial parks.(IX) Promote the development of financial empowerment industries. Encourage the establishment of new financial institutions and professional companies, strengthen new financial formats such as science and technology finance, green finance, and digital finance, and build the Jiangsu Yangtze River Industrial Finance Cluster. Guide the provincial strategic emerging industry special fund and other government investment funds and their sub-funds, and provincial state-owned financial enterprises to establish new public funds and build fund clusters. Vigorously develop shipping finance, guide shipping companies, financial leasing companies, etc. to settle in, and explore the creation of a provincial ship leasing trading zone. Encourage further expansion of the promotion of the unified domestic and foreign currency bank account system. Promote the establishment of the Jiangbei Center of the Jiangsu Equity Exchange Center, and support the development of the secondary trading market for private equity and venture capital fund shares. Support provincial state-owned enterprises to invest in projects in the Jiangbei New Area in accordance with market-oriented and rule-of-law principles.(10) Promote the construction of Nanjing area of ​​China (Jiangsu) Pilot Free Trade Zone. Deeply implement the free trade zone upgrading strategy, connect with international high-standard economic and trade rules, strengthen institutional opening, and promote the establishment of regional headquarters and functional institutions of multinational companies. Deepen the opening and innovation of the entire biopharmaceutical industry chain, strive for reform pilot projects such as health and medical big data transformation and application, clinical real-world research, and build a high-standard biopharmaceutical industry intellectual property operation center. Strive to establish a comprehensive bonded area. Accelerate the construction of a public service platform for cross-border data flow, actively apply for the opening of a dedicated channel for international Internet data, and promote the development of cross-border e-commerce. Create a “green overseas” comprehensive service platform for enterprises in the Yangtze River Delta to go global.(XI) Deepen reforms in key areas. Further deepen reforms in an all-round way to promote the smooth flow of production factors and the efficient allocation of various resources. Optimize human resources services, standardize and efficiently exercise the right to accept and issue visas and certificates for foreigners, and provide convenience for foreign talents to stay and stay. Deepen the market-oriented reform of land factors, allow local optimization of urban development boundaries, and ensure that reasonable land use plans for projects are fully protected and included in the “one city, one policy” natural resource dispatch and guarantee mechanism; deepen the reform of “standard land” transfer, encourage the formulation of differentiated land use standards, accelerate the supply of mixed land use, and promote reasonable conversion of land use; encourage the trial implementation of the land secondary market advance registration and transfer system, deepen the pilot program of redevelopment of low-efficiency land, and promote the improvement of quality and efficiency of land use in industrial parks. Further optimize the efficiency of government services, deepen reform measures such as the notification and commitment system, regional assessment, and integration of multiple assessments, expand the implementation areas and scope of “efficient handling of one thing” for business operations, and explore data empowerment for “integrated handling of related matters”. Strengthen the control of urban and architectural features, promote the “four good” construction in an integrated manner, and build the new main city of Nanjing with high standards and high quality. Strengthen the introduction of famous schools and famous teachers and international education resources to create a high-quality education highland. Optimize the approval of overseas physicians’ practice, explore the use of international cutting-edge medical technologies and drugs (excluding vaccines and other drugs subject to special management) in accordance with laws and regulations, implement post-registration management for the configuration of Class B large medical equipment in social medical institutions in Jiangbei New District, and do not be restricted by the planning of large medical equipment configuration, cancel the restrictions on grades and beds, and build an advanced medical agglomeration area. Cultivate and create nationally renowned business districts and build an important bearing area for Nanjing’s international consumer center city. Encourage the hosting of major events such as international competitions and exhibitions.(XVI) Improve the efficiency of transportation and logistics. Coordinate the construction of high-speed railways such as Beiyanjiang and Ninghuai intercity railways, as well as the second phase of Nanjing Metro Line 4, the first phase of Line 11, and the Nanjing section of the urban (suburban) railway of the Ningchu Line, and orderly promote the planning and construction of the third phase of Metro Line 4. Accelerate the construction of Nanjing North Railway Station and improve the collection and distribution functions. Support the relevant work of port license approval, acceptance, safety and environmental protection in accordance with laws and regulations, promote the high-quality transformation and upgrading of riverside terminals in the jurisdiction such as Xiba Port, promote the national railwayization of the dedicated port railway line assets, actively develop multimodal transport, realize the transformation and upgrading of comprehensive freight hubs, and create a modern logistics cluster.III. Provincial departments shall comprehensively strengthen the guidance and support for the high-quality construction of Jiangbei New Area. The Provincial Development and Reform Commission shall take the lead in formulating an annual task list, and relevant provincial departments shall support the application for provincial projects, funds and pilot demonstrations in the fields of science and technology, industry, and talents. Promote the regular exchange of cadres and talents between provincial departments and Jiangbei New Area. If there is a need to serve and safeguard the major strategic decision-making and deployment of the country, with the consent of the competent department, open selection and open selection work can be carried out across the province. Nanjing City shall further increase its support for Jiangbei New Area, study and propose specific implementation measures; and accelerate the research on the integrated development of Jiangbei New Area and Pukou District of Nanjing. Jiangbei New Area should take proactive actions, be determined to reform and innovate, and make every effort to implement various work tasks; it should better coordinate development and safety, and accelerate the establishment of a risk prevention and control system that matches high-quality construction. Major matters should be reported to the provincial party committee and provincial government in a timely manner.
