It is expected that the regional GDP will grow by 5.8%, general public budget revenue will grow by 5%, total retail sales of consumer goods will grow by 15%, and total foreign trade imports and exports will grow by 37%… At the 12th Plenary Session of the 14th Lishui District Committee held on December 31, 2024, Lishui submitted a brilliant annual report. Among the 18 major indicators of economic and social development, the growth rates of 4 indicators ranked first in the city, and 7 indicators ranked in the top two in the city.
Lishui, a new suburban city in the south of Nanjing, is accelerating the construction of a new growth pole for the city’s advanced manufacturing industry and a modern suburban city in the new era. Behind the continuous advancement is Lishui’s spirit of taking the lead, its enterprising spirit of being a pioneer, its vigorous and resolute execution, and its practical drive to take responsibility. The whole district has changed its work style, strived for economic development, prevented risks, forged ahead, and bravely climbed to new heights, helping to push economic and social development to a new level.
In the new year, Lishui will persist in doing practical work, forging ahead, seeking opportunities in crisis, and making progress in stability, solidly promote high-quality development, continuously improve people’s living standards, strive to write a new chapter in the modernization construction of the “strong, prosperous, beautiful and high-quality” new Lishui, and strive to make greater contributions to the overall development of the province and the city.

The growth rate of 4 indicators ranked first in the city
On December 28, 2024, there are three days left until the end of 2024, and Lishui continues to work hard to attract investment and develop industries.
On the same day, a simple yet grand signing ceremony was held in Lishui Economic Development Zone. Two manufacturing projects, Green Friends and Defeng, with a total investment of 1 billion yuan, were officially settled. After completion, the annual output value is expected to exceed 1.5 billion yuan.
Just two days ago, Lishui District held a fourth quarter promotion meeting for major projects. The main person in charge of the district committee led a team to visit several key projects including Huicheng Precision Superhard Tools and Zhuerkang Intelligent Permanent Magnet Motors.
This is a vivid portrayal of Lishui’s daring to work hard and achieve “accelerated” development. Since last year, Lishui has implemented a working mechanism of “daily consultation, weekly meetings, monthly scheduling, quarterly observation, and annual summary”. The whole district has established the awareness that “today is too late, tomorrow is too early”, and implemented every task with high standards and fast pace.
Dare to act, work hard and help Lishui climb to a higher level——
Over the past year, the “height of Lishui” has been constantly refreshed. Lishui is making every effort to build a “1+3+1” advanced manufacturing industry cluster, of which the new energy vehicle industry is the first “1” and the first 100 billion-level industry that Lishui has focused on building. On December 18 last year, Nanjing Changan, a new energy vehicle manufacturer in Lishui, completed its annual output value target of 12 billion yuan ahead of schedule, a year-on-year increase of nearly 17%, helping the scale of Lishui’s new energy vehicle industry to exceed 60 billion yuan. According to statistics, Lishui’s annual economic growth is expected to be around 5.8%, and the growth rates of four indicators, including general public budget revenue, total retail sales of consumer goods, total foreign trade imports and exports, and actual use of foreign capital, rank first in the city; 70 new industrial enterprises above designated size have been added, with a total of 785 at present, ranking second in the city; the CNC machine tool industry has been rated as a provincial small and medium-sized enterprise characteristic industrial cluster, with the added value of manufacturing accounting for 44.6%, and a number of enterprises have been upgraded from “small” to “high” and from “high” to “regular”.
Over the past year, the “Lishui speed” has been constantly refreshed. The innovative implementation of the “five-office integration + five-certificate simultaneous issuance” model has shortened the start time of major projects from 9 months to about 5 months; 23 new major municipal projects such as Xingyin Pharmaceutical and Changming Automobile have started construction; 31 projects such as Weidun Technology and Saijia Medical have started construction as soon as the land was acquired. A total of 17.1 billion yuan of investment has been completed in 57 major provincial and municipal projects, exceeding the annual plan by 3 percentage points. The number of projects started and the amount of investment are both among the top in the city.
Over the past year, the “breadth of Lishui” has been constantly refreshed. Not long ago, Lishui High-tech Zone and Xuzhuang High-tech Zone signed a partnership park construction agreement. The two sides will cooperate in park management, investment promotion, carrier construction, talent training and other aspects to achieve development through leveraging and common development. As the only high-quality development pilot zone for the manufacturing industry in the city, Lishui innovatively explores a new development path of “main city R&D + suburban manufacturing”. At the same time, Lishui has established four “special investment promotion war zones” including the Beijing-Tianjin-Hebei, Yangtze River Delta, Greater Bay Area, and central and western China, optimized the “8541” linkage investment promotion system, signed 126 projects of various types, and the proportion of projects with a value of more than 100 million yuan ranked first in the city.
Dare to explore and try 159 annual reform tasks successfully completed
Now is the season when strawberries are on the market. At the Fujiabian premium strawberry base in Honglan Street, Nanjing Meimeiyuan Ecological Agriculture Technology Co., Ltd. sends more than 50 boxes of strawberries to all parts of the country via express delivery every day.
“In the past, we had to deliver the strawberries to the express delivery point in the town ourselves. Now the express service point is set up at the base, and the courier will pick up the package at your door, so we can achieve same-day delivery in the same city and next-day delivery in Jiangsu, Zhejiang and Shanghai. It is convenient and fast.” Shi Qiongrui, the company’s deputy general manager, said that the company has more than 30 acres of strawberries, and currently more than half of the strawberries are sold across the country by express delivery.
The change is due to the innovative reform measures of “Express Delivery +” launched by Lishui. In order to get rid of the bottlenecks of express delivery to the countryside and agricultural products leaving the village, Lishui has innovated its ideas and formulated 12 specific reform measures to coordinate the transportation network, postal delivery network, express logistics network, supply and marketing distribution network, and extend express service outlets to villages. Rural buses are also express delivery vehicles, and bus drivers are also couriers. They can bring express delivery to the countryside and bring agricultural products into the city, successfully opening up the “last mile” of the two-way channel of urban and rural logistics.
At present, Lishui District has built a total of 91 village-level comprehensive service stations and opened 22 “Postal and Express Delivery +” integrated bus routes. The average daily express delivery out of the village is about 3,000 pieces, and the daily express delivery into the village is about 15,000 pieces, which are 1.7 times and 3 times the number before the reform respectively. At the same time, the “Postal and Express Delivery +” model has been iteratively upgraded to build a multi-scenario and multi-format service system including “+ characteristic agriculture, tourist attractions, e-commerce live broadcast, financial services, elderly care and dining assistance”, which has effectively promoted the increase of people’s income.
This reform experience was successfully selected as one of the “Typical Cases of Comprehensive Deepening of Local Reform in China’s Reform in 2023” and the National Typical Case of High-quality Development of “Four Good Rural Roads” in 2024, and was promoted throughout the city.
Reform is a key move to promote high-quality development. Last year, Lishui insisted on daring to take risks and try first, vigorously promoted the “four dares” spirit, and strived to be a pioneer of the “four dares”. In terms of attracting investment, urban-rural integration, safety and stability, it innovatively launched a number of reform measures, playing the strongest voice of reform at the source of Qinhuai River.
We took the lead in implementing the “four types of resources” revitalization action, established a stock asset resource management and release system, and revitalized 136 projects, 2,500 mu of land, and 300,000 square meters of real estate throughout the year;
The innovative establishment of the District Business Environment Complaint Supervision Center, the comprehensive “questionnaire survey” of enterprises above designated size, and the improvement of the “6th day” entrepreneur service day and the district leaders’ contact with key enterprises system have helped enterprises to develop with high quality. The annual scale industrial output value increased by 6.5%, and the output value of the top 50 industrial enterprises increased by 12%;
Formulate an action plan for Lishui enterprises to go overseas, promote ten actions for cross-border e-commerce, and accelerate the pace of enterprises going overseas. It is expected that the total foreign trade import and export volume will reach 21 billion yuan in the whole year, an increase of 37%, ranking first in the city…
A total of 159 annual reform tasks in seven areas were successfully completed. The “Efficient Integration of Police and Network” reform was selected as a Chinese county reform case in 2024. 27 reform experiences at or above the provincial level, such as the construction of happy rivers and lakes, were promoted.
With heart and soul, 45 livelihood projects have been completed
Recently, the 2024 Rural Revitalization and Industrial Development Conference and the Most Beautiful Villages and Towns Awards Ceremony were held in Shanghai. Shanggang Community of Honglan Street, Lishui District, Zhishan Village of Jingqiao Town, and Zhujia Village of Hefeng Town won the “Industrial Prosperity Achievement Award”, “Harmonious and Common Prosperity Achievement Award”, and “Cultural and Tourism Integration Innovation Award” respectively. The number of winning villages and communities is the largest in the city.
As part of the Ningxichang junction area of the National Urban-Rural Integration Development Pilot Zone, Lishui District implemented the national urban-rural integration development pilot zone construction campaign, coordinated five key tasks, and activated the “spring water” of rural development.
In 2024, Lishui will further promote the ten actions of the “Ten Million Project”, explore and practice the “multi-map integration” of rural planning layout, the “multi-staff integration” of management teams, and the “multi-head integration” of resource integration, and create 14 livable, business-friendly and beautiful villages. In Shahe Community, Lishui Economic Development Zone, there were 149 posts and 73 people including road guards, forest rangers, river inspectors, and public toilet cleaners. After the “multi-staff integration” adjustment, the total number of people has been reduced to 37, with a total reduction of 36 people, which can save about 120,000 yuan per month in personnel expenses.
Urban-rural integration promotes development, and rural revitalization benefits people’s livelihood. In recent years, Lishui has placed people’s well-being in an important position, asking people for their needs for many years in a row and continuously improving people’s well-being.
Employment is the foundation of people’s livelihood. In May last year, Ms. Zhu, a resident of Tongji Street Community, opened a newspaper retail outlet in Pearl Plaza. She said that thanks to the help of the service station staff, she was able to find a job near her home after being out of business for a long time.
It is reported that the Tongji Street Community Employment Service Station was officially completed and put into operation in March last year. Since its commissioning, the service station has combined the recruitment needs of enterprises to formulate effective measures to achieve accurate job allocation. It has also jointly organized special job fairs with various units, and carried out skill training such as pastry making skills and cooking classes, providing jobs for dozens of residents.
The provision of services for the elderly and children is a major livelihood issue that concerns thousands of households. Lishui has continuously improved the service system for the elderly and children, introduced educational resources in the main city such as Lishi Primary School and the municipal government kindergarten, and the coverage rate of group schooling has reached 58.5%. At the same time, the elderly meal assistance promotion action has been implemented, and the elderly meal assistance points have achieved full coverage of villages and communities.
The cost of transportation has been further reduced. The two highways from Nanjing’s main city to Lishui District officially implemented differentiated tolls on July 1, 2024. Many citizens traveling between Lishui and the main city found that the tolls on the highways have been reduced by about half. When entering Lishui from the main city via the Ningxuan Expressway, the toll at the Tianshengqiao toll station was about 10 yuan, but now it is only about 5 yuan. In the past six months, this policy has cumulatively reduced tolls by more than 10 million yuan.
Last year, Lishui voted for 20 major livelihood projects in ten categories, including upgrading farmers’ markets, improving transportation conditions, etc., totaling 45 items. All livelihood projects were completed that year.
A series of measures have made the “Lishui temperature” tangible and the lives of citizens more quality. Last year, the growth rate of per capita disposable income of all residents and rural residents in Lishui ranked first and second in the city respectively.
Work hard to implement the “eight major tasks” and make up for shortcomings
Start a new journey and write a new chapter. 2025 is the year of the conclusion of the 14th Five-Year Plan and the year of planning for the 15th Five-Year Plan. Lishui will accurately grasp the current development situation, deeply study and understand, and resolutely implement the decisions and arrangements of the central and provincial and municipal party committees, adhere to the general tone of work of seeking progress while maintaining stability, regard manufacturing as the largest capital, agricultural high-tech zone as a major mission, and cultural tourism as a huge potential, extend the strengths of “manufacturing”, make up for shortcomings such as innovation, and find new growth points in making up for shortcomings.
At this plenary session, Lishui clearly deployed eight tasks to strive for a “good start” and “good results throughout the year” –
Taking industrial development as the foundation of the district, major projects will be started early and quickly, the investment promotion team can enter and exit, the transformation of the park will be effective, and the industrial base will be firmly stabilized. It is planned to attract more than 100 projects with a value of more than 100 million yuan throughout the year, strive to sign more projects with a value of more than 3 billion yuan, ensure that the start-up rate of major provincial and municipal projects in the first half of the year is 90%, and complete 12 projects for production throughout the year;
Taking technological innovation as the key variable, we will coordinate the cultivation of “large, medium and small” enterprises, launch a new round of “intelligent transformation, digital transformation and networking” plan, carry out the “artificial intelligence +” action, add more than 1,100 technology-based small and medium-sized enterprises to the database, and add 50 industrial enterprises above the designated size. At the same time, we will open up the “production, learning and research” cooperation channel, improve the “government, bank and enterprise” docking mechanism, and accelerate the implementation and transformation of results;
Taking consumption promotion as a powerful engine, the government and the market work together, combining the inside and outside of the district, and grasping both online and offline activities simultaneously, more than 100 consumption activities of various types are held throughout the year to deeply tap the potential of domestic demand;
Take urban-rural integration as an important starting point, improve the “tonnage” of cities, the “quality” of villages, and the “price” of agriculture, vigorously develop “one village, one product”, and promote the two-way flow of factors;
Taking reform and opening up as the “key move”, we will thoroughly implement the three-year action plan for revitalizing resources, continue to enrich the connotation of “Express Delivery +”, implement the Lishui enterprise overseas expansion action, continue to carry out the “multinational corporations knocking on the door action”, amplify the “multiplier effect” of reform, enhance the “spillover effect” of opening up, and form more solid results;
Take the use of policies as a major opportunity, strengthen policy docking, focus on policy implementation, plan policy reserves, and strive for them with all efforts;
We will take benefiting the people as our greatest political achievement, promote high-quality full employment, expand high-level public services, create a high-quality ecological environment, implement the action plan to expand the middle-income group and the ten-year plan to double farmers’ income, and ensure that the growth rate of residents’ income remains at the forefront of the city;
Take safety and stability as the primary prerequisites, prevent risks through safe production, prevent conflicts and disputes from escalating, prevent debt resolution from changing color, and firmly maintain the bottom line of development.
At present, Lishui is full of confidence and enthusiasm, and is steadily and steadily promoting new progress in high-quality development, accelerating the creation of a modern suburban new city in the new era, and striving to promote the new practice of Chinese-style modernization in Lishui.
