From June 5th to 6th, the 2024 Yangtze River Delta Regional Major Leaders Symposium was held in Wenzhou, Zhejiang Province. Chen Jining, Secretary of the Shanghai Municipal Party Committee, Gong Zheng, Deputy Secretary of the Shanghai Municipal Party Committee and Mayor; Nobunaga Xing, Secretary of the Jiangsu Provincial Party Committee, Xu Kunlin, Deputy Secretary of the Jiangsu Provincial Party Committee and Governor; Yi Lianhong, Secretary of the Zhejiang Provincial Party Committee, Wang Hao, Deputy Secretary of the Zhejiang Provincial Party Committee and Governor; Han Jun, Secretary of the Anhui Provincial Party Committee, and Wang Qingxian, Deputy Secretary of the Anhui Provincial Party Committee and Governor, attended the meeting. Relevant responsible comrades of the National Development and Reform Commission were invited to attend the meeting.
The meeting conscientiously studied and implemented the spirit of General Secretary Xi Jinping’s important speeches and important instructions on the integrated development of the Yangtze River Delta, with the theme of “writing a new chapter in the integration of the Yangtze River Delta and being the pioneer of Chinese-style modernization”, comprehensively summarized the work results and experience of the integrated development of the Yangtze River Delta, especially in the past year, since the integrated development of the Yangtze River Delta rose to a national strategy, deeply analyzed the new mission and new tasks of promoting the integrated development of the Yangtze River Delta under the new situation, reviewed and adopted in principle the “Three-year Action Plan for the Integrated Development of the Yangtze River Delta Region (2024- 2026)” and “Implementation Plan for Strengthening the Functional Construction of the Yangtze River Delta Regional Cooperation Office”, focusing on strengthening cross-regional coordination of scientific and technological innovation and industrial innovation, accelerating the improvement of the integrated development system and mechanism, actively promoting high-level coordination and opening-up, strengthening the joint protection and governance of the ecological environment, focusing on improving the ability of safe development, and taking the lead in exploring the modern civilization of the Chinese nation, conducted in-depth discussions, and clarified several major issues for the continuous and in-depth promotion of the integrated and high-quality development of the Yangtze River Delta.
The meeting believed that the integrated development of the Yangtze River Delta is a major national strategy personally planned, deployed and promoted by General Secretary Xi Jinping. Keeping in mind the earnest entrustment of General Secretary Xi Jinping, and under the strong leadership of the CPC Central Committee, the three provinces and one municipality will focus on the strategic positioning of “one pole, three districts and one highland”, adhere to the leading role of Shanghai, and promote the strengths of Jiangsu, Zhejiang and Anhui, deepen cross-provincial and municipal cooperation, promote all-round coordination, and make new breakthroughs in the planning policy system, reform and opening up, modern industrial system, regional coordinated development, and joint protection and governance of the ecological environment, so as to promote the continuous consolidation and improvement of the function of a strong and active growth pole in the Yangtze River Delta region. The fruitful results achieved in the integrated development of the Yangtze River Delta are fundamentally due to the leadership and orientation of General Secretary Xi Jinping, and the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
The meeting emphasized that this year is the first year to implement the spirit of General Secretary Xi Jinping’s important speech at the symposium on in-depth promotion of the integrated development of the Yangtze River Delta. The three provinces and one municipality should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, completely, accurately and comprehensively implement the new development concept, adhere to the principle of seeking progress while maintaining stability, promoting stability through progress, and establishing first and then breaking down, closely following the two keywords of integration and high quality, establishing a global vision and strategic thinking, further deepening reform in an all-round way, expanding high-level opening-up, developing new productive forces in accordance with local conditions, coordinating scientific and technological innovation and industrial innovation, coordinating leading and promoting each other’s strengths, coordinating hardware connectivity and mechanism coordination, and coordinating ecological environmental protection and economic development. The meeting pointed out that it is necessary to focus on cultivating and developing new quality productive forces, and strengthen cross-regional coordination of scientific and technological innovation and industrial innovation. Efforts will be made to enhance the ability of scientific and technological innovation to curate sources, create a more globally competitive innovation ecosystem, strengthen the deep integration of scientific and technological innovation and industrial innovation, further promote the construction of the digital Yangtze River Delta, and take the lead in cultivating and developing new quality productivity.
The meeting pointed out that it is necessary to focus on the institutional guarantee of integrated development and accelerate the improvement of the system and mechanism of integrated development. We will give better play to the role of the “experimental field” of reform, coordinate the implementation of major policies and measures, promote the convenient sharing of public services by category, improve the level of infrastructure interconnection, deepen the construction of the Yangtze River Delta ecological green integrated development demonstration zone, promote the joint construction and sharing of key regions, and improve the uniformity of policy formulation, rule consistency, and implementation coordination.
The meeting pointed out that it is necessary to focus on building a dual-cycle strategic hub and actively promote high-level collaborative opening-up. We will work together to build a high-level open platform, promote the integrated development of the Yangtze River Delta and the high-quality development of the Belt and Road Initiative, jointly optimize the environment for the development of the private economy, promote the integrated development of regional markets, and create new advantages in international competition and cooperation.
The meeting pointed out that it is necessary to focus on building a green and beautiful Yangtze River Delta and strengthen the joint protection and governance of the ecological environment. We will resolutely shoulder the mission and task of the “Beautiful China Pilot Zone”, work together to protect important ecological spaces and ecosystems, strengthen regional policy coordination for energy conservation, emission reduction and carbon reduction, improve the value realization mechanism of ecological products, and take the lead in building a modernization of harmonious coexistence between man and nature.
The meeting pointed out that it is necessary to focus on building a regional risk prevention and control system and strive to improve the ability of safe development. We will pay close attention to key areas and key links related to national and regional security development, strengthen risk prevention and control systems and capacity building, jointly maintain the security of industrial and supply chains, strengthen security cooperation in key areas such as finance, energy, food, and urban governance, and promote high-quality development and high-level security and benign interaction.
