In recent years, Nanjing has given full play to the advantages of being the first “China Software City” and the only national artificial intelligence innovation and application pilot area in Jiangsu, and accelerated the “artificial intelligence + software” action. The city’s artificial intelligence products and services have covered all fields of the industrial chain such as the base layer, technology layer and application layer, and the software business revenue exceeded one trillion yuan in 2025.
The approved artificial intelligence characteristic Industry Talent Gathering area of Jiangsu Province has a planning area of about 38 square kilometers, spanning Yuhuaytai District and Jianye District. With China (Nanjing) Software Valley and Jianye High-tech Zone as the core carrying area, it gathers more than 6,900 software enterprises and more than 600 enterprises in the field of artificial intelligence, and the software business revenue reaches 444.5 billion yuan, accounting for 25% of the province. There are more than 80,000 relevant employees, over 1,900 financial institutions of various types, accounting for 60% of the city, with a strong industrial foundation, highly concentrated talents, and abundant resources.
In the future, according to the development pattern of “One belt, two cores, four areas and more points”, the cluster area will integrate high-quality resources such as colleges and universities and service institutions in the city, coordinate the implementation of five major actions such as talent introduction and education, industrial innovation, platform construction, mechanism reform and ecological improvement, accelerate the development of the city’s artificial intelligence industry and talent, and plan to gather more than 130,000 industrial talents in three years. The output value of the core industry of artificial intelligence has exceeded 115 billion yuan, and efforts have been made to build an industry-talent city integrated development demonstration zone with regional leadership, national influence and global competitiveness.
Up to now, Nanjing has landed two provincial characteristic industry talent cluster areas, among which, the provincial information and communication characteristic industry talent cluster area, as the first cluster area in the province, started construction in May last year. In the next step, Nanjing will take the construction of a high-level platform for attracting and gathering talents as the general traction, strengthen the construction of provincial characteristic industry talent gathering areas, layout the construction of city-level gathering areas in batches, continue to deepen the “four-chain integration”, promote the integrated development of education, science and technology talents, and concentrate on creating a new ecology of industry-talent integration with influence in the whole province.
