On June 30th, the Jianye District People’s Government, Jiangsu Guoxin Group and Jiangsu People’s Hospital officially signed a strategic cooperation agreement to jointly build the Ecological Science Island Medical and Health Care Complex Project. They innovatively established a new cooperation model for medical care and health care featuring “government overall planning and support, top-level medical care provided by state-owned enterprises with professional operation”, achieving a deep integration of the three parties. They aim to create a model for inclusive and beneficial health care for the people.

Separated by a river, this used to be the biggest obstacle for the residents of Jiangxin Island to access medical care. For a long time, there was a lack of high-level comprehensive medical facilities on the island, and residents had to cross the river to seek medical treatment and undergo examinations. This was extremely inconvenient for the elderly who had difficulty moving around.
At the same time, there was a shortage of beds in top-level tertiary hospitals, and a large number of post-operative rehabilitation and chronic disease maintenance patients occupied the acute-phase medical resources. Traditional elderly care institutions had weak medical capabilities and insufficient emergency rescue capabilities, and the medical, rehabilitation, and elderly care services were often carried out separately, making it difficult to form a complete service loop. Only relying on a single entity such as a medical institution or an elderly care institution to address the problem would not be able to systematically solve the problems of the people’s full-cycle health services.

Focusing on the urgent, difficult, worrying and desired issues of the people, Jianye District has continuously deepened the “hospital-government cooperation” with Jiangsu Provincial People’s Hospital, and continuously expanded the breadth and depth of the cooperation. Since the two sides signed the strategic cooperation agreement and established a close urban medical group last year, Jiangsu Provincial People’s Hospital has fully and deeply integrated into the medical service system of Jianye District. It has continuously implemented beneficial measures in areas such as technical assistance at the grassroots level, cultivation of medical staff, two-way referral of patients, and joint management of chronic diseases, significantly enhancing the convenience for residents in the jurisdiction to enjoy high-quality medical services.

In this signing ceremony, the Jianye District Government, in collaboration with Jiangsu Provincial People’s Hospital, has introduced Jiangsu Guoxin Group, a provincial state-owned enterprise, as the professional industrial operation entity to jointly implement the medical care and health care complex project on Ecological Science Island. The project focuses on four core areas: daily diagnosis and treatment, elderly care, post-operative rehabilitation, and full-cycle health management. It breaks down the barriers between medical care, rehabilitation, and elderly care services, builds an integrated and seamless health service system, and will eventually become a comprehensive health service hub integrating intelligent diagnosis and treatment, health management, and ecological health care communities.
A relevant official from Jianye District stated that the construction of the medical care and health care complex project on Ecological Science Island is the core driving force for Jianye to leverage its regional resource endowment and development positioning, deeply engage in public welfare undertakings, fill the gap in medical care, and improve health care services. It is also an important carrier for the tripartite collaboration and empowerment of the government, hospital, and enterprise to jointly build a model of inclusive public welfare. Relying on the high-quality ecological background and top-notch medical resources of the entire island, a unique “ecology + medical + health care” integrated demonstration community will be created, enabling residents on the island to “minor illnesses not requiring hospitalization, chronic diseases managed, rehabilitation at home, and medical care for elderly care at their doorstep”.

According to the project plan, the complex will have a standardized medical treatment center. Based on the existing Jiangxinzhou Community Health Service Center, additional specialties such as cardiology, respiratory medicine, gastroenterology, and neurology will be added to meet the daily medical needs of the island’s residents.
Jiangsu Provincial People’s Hospital will coordinate and deploy its key medical teams to join, adopting a combined model of “fixed experts providing regular consultations + specialized experts conducting appointment-based rounds”. Core specialties will have expert clinics available all year round, allowing residents on Jiangxinzhou to enjoy tertiary medical services of the same standards and quality as those at the hospital’s main campus without leaving the island. Simultaneously, a standardized emergency area will be constructed, and a “primary emergency on-site at the complex + ultimate treatment at the hospital’s main campus” graded emergency rescue green channel will be established, enabling rapid transfer and seamless connection of critical and urgent cases.
The three parties will also simultaneously promote the implementation of smart medical scenarios, introducing digital and intelligent health management technologies, optimizing the efficiency of the entire process of visiting, rehabilitation, and elderly care services, and providing demonstration experience for the integrated development of medical care, elderly care, and health in Nanjing and the entire province.
