The project is the stabilizer for economic development and a powerful engine and strong support for high-quality development. By 2026, Nanjing City has arranged a total of 516 major projects, among which 479 have been implemented (including 160 new projects planned to start construction), and 37 are in the preliminary stage. The annual planned investment has increased by 1.2%. This heavy list, with its solid project layout and considerable investment increment, sends out a clear signal of stabilizing expectations and strengthening confidence.
Dual-drive strategy: Simultaneous efforts in industrial investment and infrastructure construction
After a review, it was found that in the implementation of the projects, there were a total of 392 industrial projects (including 59 science and technology innovation projects, 254 advanced manufacturing projects, 78 modern service projects, and 1 agricultural modernization project), as well as 87 infrastructure and social livelihood projects. This presented a situation where industrial upgrading and basic support were advancing simultaneously.
Industrial investment was the main driving force. Based on the “1026” industrial system as the foundation and guidance, the annual planned investment for industrial projects increased by 6.8% compared to the previous year. Among them, the investment growth of the new electronic information industry and the high-end intelligent equipment industry was particularly remarkable, increasing by 19.6% and 15.1% respectively.
Following the strategy of focusing on key breakthroughs to drive overall improvement, the list of major projects focused on “artificial intelligence +” applications and projects with the ability to tackle key core technologies, emphasizing the advanced technology, innovative model and industrial driving nature of the projects.
The Phase 1 Project of the South China Airlines International Innovation Park, Blocks 3 and 4, is a concrete manifestation of this direction. As the pilot project of the Henglu Industrial Science and Technology Innovation Park (Xiongzhou New City), this science and technology innovation project with a total investment of approximately 2.39 billion yuan, plans to build scientific research facilities, experimental facilities, office facilities for scientific research institutions, and related supporting facilities. By introducing university research resources, it aims to create a national-level key innovation platform integrating “technology research and development, technology transfer, social services, and talent attraction and cultivation”, driving the regional innovation level to rise. Through the layout of innovation infrastructure, it activates new industries, new models, and new driving forces, providing key support for strategic emerging industries and future development.
Growth through sprouting: Industries move towards “newness” and “height”
From the perspective of industry sectors, advanced manufacturing projects include the new electronic information industry (35 projects), the green and intelligent vehicle industry (27 projects), the high-end intelligent equipment industry (87 projects), the biomedicine industry (26 projects), the petrochemical and new materials industry (29 projects), and other manufacturing-related industries (50 projects). The key areas where major projects are distributed are highly consistent with Nanjing’s characteristic advantageous industries, demonstrating the city’s continuous efforts to “advance” and “reach higher levels” in its industrial development.
Strengthening and complementing existing industries, promoting cluster development. The provincial-level major project – Xunlian’s second-phase project for annual production of 1.5 million hydraulic products is about to commence.
This project has a total investment of approximately 1 billion yuan and a total construction area of about 52,000 square meters. It focuses on the research and manufacturing of high-end hydraulic core components. Its products serve strategic industries such as wind power and new energy, and engineering machinery, playing a crucial role in enhancing the cluster’s level and strengthening the resilience of the industrial chain.
Transformation and upgrading, opening up new paths. Jiangsu Saijia has newly established a digitalized flexible customized medical product project, which demonstrates the path for traditional enterprises to break through into high value-added fields.
This project has a total investment of approximately 1.2 billion yuan and a total construction area of about 100,000 square meters. It focuses on flexible manufacturing of medical devices and the new cross-border supply chain field. It is a vivid practice of Nanjing’s promotion of industrial transformation and upgrading. The controlling shareholder of the project’s investment and construction party, Jiangsu Saijia Group Co., Ltd., has further increased its investment efforts, focusing on the medical device industry field and deeply exploring the new cross-border vertical supply chain platform field of high-value medical device flexible manufacturing.
Moving Forward Together: Strengthening the Foundation and Supporting Infrastructure, and Effectively Benefiting the People’s Livelihood
On the construction site of the Nanjing North Railway Station Hub, over a thousand workers are working in shifts, with lights never turning off, striving to reach the goal of topping out the main structure. This hub, which is expected to be completed and put into use simultaneously with the North Yangtze River High-Speed Railway in October 2027, will have a profound impact on building the “Railway on the Yangtze River Delta”, promoting high-quality development of the Yangtze River Economic Belt, enhancing the radiation capacity of the central city of the Nanjing Metropolitan Area, and supporting the construction of the national Jiangbei New Area.
The reporter from the Municipal Development and Reform Commission learned that the construction of Nanjing North Railway Station has achieved multiple breakthroughs at present: The pile foundation construction of the main station building has been fully completed, and the building’s main structure has reached the “zero level” target; The underground structure has been fully completed; The exit level, track support level, and elevated level are all progressing smoothly; The structures of the subway, expressway, and the basement of the station building have all been completed.
Major projects are not only development projects but also projects for improving people’s livelihood. This year, our city’s major projects have combined investment in facilities and investment in people. They include major transportation facilities such as the North Corridor High-Speed Railway and the Overpass Yangtze River Railway, as well as historical culture protection and urban renewal projects such as the West Five Mile Leisure and Cultural District, and public football fields renovation projects such as the Nanjing Youth Olympic Sports Park. While expanding domestic demand and optimizing the layout, these projects have continuously enhanced the city’s vitality and living quality.
A relevant official from the Municipal Development and Reform Commission stated that in the future, relevant municipal departments will work with each district to strengthen node control, tackle bottlenecks, optimize service guarantees, and fully promote the early start, rapid construction, and early effectiveness of the projects. With high-quality projects, the city will support its economic and social development at a high quality.
